This is a fully remote position, open to applicants in United States.
• Take ownership of and enhance the entire recruiting function throughout the organization.
• Develop and implement the complete talent acquisition lifecycle, from outreach and attraction to acquisition and onboarding.
• Direct the strategic planning and implementation of recruitment initiatives across various organizational departments.
• Create scalable sourcing pipelines, talent communities, and employer branding initiatives.
• Assess workforce needs and devise innovative sourcing strategies.
• Oversee full-cycle recruiting for all positions within the organization.
• Build and sustain a CRM-driven talent community along with a digital sourcing strategy.
• Establish a military recruiting pipeline and create a SkillBridge externship program.
• Utilize enterprise HRIS/ATS platforms and external recruiting sites to enhance candidate flow and ensure reporting accuracy.
• Design and maintain recruiting KPIs and dashboards that track time-to-fill, cost-per-hire, source effectiveness, pipeline health, and other relevant metrics.
• Manage the transition of outsourced recruiting (RPO) to an internal talent acquisition function within HR.
• Prepare and present hiring metrics, workforce planning updates, and recruitment performance summaries to the Executive Leadership Team and Board of Directors.
• Own the strategy for the Employer Value Proposition and implement it through digital marketing and targeted advertising campaigns.
• Collaborate with hiring managers and operational leaders to anticipate hiring needs and align sourcing strategies with business objectives.
• Ensure a consistent and high-quality candidate experience from outreach to offer acceptance and onboarding.
• Act as a subject matter expert and mentor, with the potential to build and lead a team of sourcers, recruiters, and coordinators.
• Bachelor's degree in Business, Human Resources/Industrial Relations, Psychology, or a related field (or equivalent practical experience).
• 5+ years of progressive recruiting experience, spanning technical field/operational roles as well as corporate and executive-level recruitment.
• Demonstrated experience with enterprise HRIS/ATS platforms, CRM/talent community tools, and digital sourcing techniques.
• Proven experience utilizing external recruiting platforms such as LinkedIn, Indeed, and ZipRecruiter.
• A history of developing recruiting KPIs/dashboards and reporting on hiring metrics to senior stakeholders.
• Experience in creating and implementing an Employer Value Proposition (EVP) strategy through digital marketing and targeted advertising.
• Expertise in full-cycle recruiting across technical field/operational, corporate, and executive-level searches.
• Proficient with enterprise HRIS/applicant tracking systems; ADP experience is strongly preferred.
• Hands-on experience with candidate relationship management (CRM) tools and the development of talent communities.
• Advanced skills in digital sourcing techniques, including Boolean search, social sourcing, and engaging passive candidates.
• Working knowledge of LinkedIn Recruiter, Indeed, and ZipRecruiter.
• Capability to build recruiting KPIs, scorecards, and dashboards, translating data into actionable insights.
• Executive presence with the ability to present hiring metrics and talent strategies to ELT and Board-level audiences.
• Strong consultative partnership abilities with hiring managers and cross-functional leaders.
• Proven ability to influence without direct authority.
• Excellent verbal and written communication skills.
• Highly organized with the capacity to manage multiple concurrent searches.
• Analytical and detail-oriented with a metrics-driven mindset.
• Adaptable and resourceful in a remote, fast-paced, growth-focused environment.
• Discreet and judicious when dealing with confidential candidate and business information.
• Willingness to travel up to 20% as necessary.
• Preferred: Master's degree in Business, Human Resources, Psychology, or a related field.
• Preferred: SHRM-CP or SHRM-SCP certification (or equivalent, such as PHR/SPHR).
• Preferred: Previous active-duty military experience.
• Preferred: Direct experience with ADP enterprise systems.
• Preferred: Prior experience recruiting for underground utility, construction, infrastructure, or similar technical field operations.
