Systems Designer

This is a fully remote position, open to applicants in United States.

📋 Description

• Assess operational, exercise, evaluation, planning, and corrective-action needs and convert them into system architecture, application, database, interface, and workflow designs.

• Design, develop, configure, test, document, and maintain electronic tools and applications that facilitate exercise management, participant registration, attendance tracking, data collection, evaluation, corrective-action tracking, and reporting.

• Create or modify system designs and applications to address changing HHS requirements, emerging threats, program priorities, and user feedback.

• Integrate data from exercises, training, real-world responses, planning, and corrective-action activities while ensuring traceability to authoritative source information.

• Develop processes and tools that enhance data quality, standardization, organization, labeling, transfer, analysis, visualization, and reporting.

• Ensure operational availability of databases, analytical tools, and other E2A2 systems; troubleshoot issues and coordinate timely corrective actions.

• Facilitate the integration of modeling, simulation, virtual delivery, visual interfaces, multimedia products, and model outputs into exercise and evaluation environments.

• Generate system requirements, functional specifications, process maps, user guidance, test plans, configuration documentation, and other technical deliverables.

• Collaborate with program managers, planners, facilitators, evaluators, analysts, developers, and subject matter experts to validate requirements and confirm operational relevance.

• Prepare and deliver technical demonstrations, analytical briefings, decision memos, status updates, and recommendations to interagency stakeholders.

• Assist with recurring and urgent technical assignments, system enhancements, document reviews, and file-processing requirements within Government-established deadlines.

• Ensure that technical products and electronic content adhere to applicable HHS security, privacy, records-management, and Section 508 accessibility requirements.

• Travel as authorized to support planning sessions, exercises, evaluations, real-world response activities, conferences, or system implementation needs.

⛳️ Requirements

• Bachelor’s degree in systems engineering, computer science, information systems, data science, software engineering, or a related technical field.

• Relevant experience in designing, developing, integrating, or maintaining information systems, databases, applications, or analytical tools within a government, emergency management, public health, training, or operational setting.

• Experience supporting a federal agency or a federal public health or emergency preparedness program.

• Proven ability to elicit and document business, functional, technical, data, interface, and user requirements.

• Experience with system design, application development life-cycle activities, testing, troubleshooting, configuration management, and technical documentation.

• Background in developing or maintaining data-management and reporting solutions that support traceable, high-quality data.

• Capability to translate complex technical concepts and analytical results into clear recommendations for both technical and non-technical audiences.

• Proficiency in Microsoft 365 applications and the ability to learn and utilize Government-provided databases, collaboration platforms, and analytical tools.

• Ability to manage multiple priorities and respond effectively to short-notice, surge, or rapidly changing requirements.

• Willingness to travel and work occasional evenings, weekends, or holidays when authorized and required by the task order.

• Knowledge of HSEEP doctrine and familiarity with discussion-based and operations-based exercises.

• Experience with corrective-action systems, exercise-management platforms, participant-registration systems, virtual delivery environments, or simulation tools.

• Familiarity with data visualization, trend analysis, workflow automation, application integration, or development of decision-support tools.

• Understanding of the National Response Framework, National Incident Management System, Emergency Support Function #8, continuity programs, and interagency response operations.

• Experience in developing accessible electronic products that comply with Section 508 requirements.
