Systems Analyst

This is a fully remote position, open to applicants in United States.

📋 Description

• Assist KITS and the Department of the Air Force in enhancing enterprise Identity, Credential, and Access Management capabilities.

• Conduct systems analysis, requirements traceability, technical documentation, and cross-study coordination across three ongoing System Enhancement Studies.

• Manage the PWS Traceability Matrix for all three studies, aligning Government requirements with contractor work sections, deliverables, and technical strategies.

• Evaluate and analyze Government-Furnished Information and reference documents, organizing and extracting requirements and constraints.

• Compile Contested, Degraded, and Operationally Limited requirements and correlate them with DAF ICAM solution components for gap analysis.

• Review existing DAF ICAM components, including Okta Universal Directory, Okta Identity Provider, Okta Access Gateway, and SailPoint IdentityIQ.

• Assess automated discovery data sources, enterprise tool inventories, data flows, system connections, and synchronization requirements for NPE governance.

• Investigate and document technology components such as Okta Access Gateway, Tactical Identity Bridge Appliance, SailPoint connectors, Microsoft Entra ID, SCIM, Microsoft Graph API, AppGate, Xage, MuleSoft, UiPath, and AI Agent toolsets.

• Align MILPDS and DCPDS HR data sources with Okta Universal Directory schemas and document any data quality issues and gaps.

• Record current-state and future-state identity provisioning processes, data flows, integration architectures, diagrams, and architecture descriptions.

• Maintain inventories of software components, data sources, integration points, and dependencies to support licensing evaluations and ROM cost estimates.

• Review sections of study reports for technical precision, consistency, and conformity with PWS requirements.

• Ensure uniform terminology, definitions, acronyms, and technical descriptions across three Technical Study Reports.

• Create and uphold a master glossary and acronym list.

• Monitor study progress against deliverable timelines and identify documentation gaps, traceability issues, and delivery risks.

• Aid in drafting Performance Work Statements for upcoming implementation Task Orders.

• Prepare materials, talking points, and supporting documents for Government-facing briefings and review sessions.

• Coordinate action items, decisions, and follow-up analyses with Study Lead Engineers and integrate them into study documentation.

⛳️ Requirements

• Bachelor's degree in Computer Science, Information Systems, Systems Engineering, Business Administration, or a related field from an accredited institution.

• A minimum of 4 years of experience in systems analysis, business analysis, or technical documentation support for Defense or Federal government IT programs.

• Proven experience in analyzing and breaking down technical requirements for complex Defense or Federal IT programs.

• Experience in producing technical documentation, process flow diagrams, architecture descriptions, or requirements traceability matrices in support of Government IT deliverables.

• Possession of an active Secret security clearance; final adjudication is required before assignment.

• Strong analytical capabilities with the ability to decompose intricate Government requirements documents into structured, traceable analytical frameworks.

• Experience in developing and maintaining requirements traceability matrices for Defense or Federal IT programs.

• Proficiency in creating technical documentation, including process flow diagrams, data flow diagrams, architecture descriptions, and structured narrative analysis.

• Capability to analyze and synthesize technical content from Government policy references, vendor technical documentation, and engineering analysis results.

• Familiarity with enterprise ICAM, identity governance, or cybersecurity technology concepts.

• Strong working knowledge of Microsoft Office applications, including Word, Excel, PowerPoint, and Visio.

• Ability to manage multiple documentation workstreams across simultaneous program efforts.

• Keen attention to detail and the capacity to resolve inconsistencies in terminology, technical descriptions, and requirements coverage.

• Ability to conduct quality reviews of technical documentation.

• Strong organizational skills for maintaining document repositories, component inventories, and action item logs.

• Exceptional written and verbal communication skills in English.

• Ability to collaborate effectively within a cross-functional team under the guidance of a Program Manager.

• Capability to obtain and sustain a Secret security clearance.

• Preferred: Master's degree in a related field.

• Preferred: Over 6 years of experience supporting Defense IT systems analysis, requirements management, or technical documentation programs.

• Preferred: Experience in identity and access management, cybersecurity, or enterprise IT modernization programs within the DoD or Federal government.

• Preferred: Familiarity with DAF, Air Force, or Space Force IT programs, ICAM initiatives, or enterprise architecture efforts.

• Desired: Familiarity with DAF or DoD ICAM policy frameworks, including NIST SP 800-63, DoDI 8520.04, DAFMAN 17-1304, and related mandates.

• Desired: Experience in supporting technical study, feasibility analysis, or engineering analysis programs in a Defense or Federal IT context.

• Desired: Familiarity with Okta, SailPoint IdentityIQ, or Microsoft Entra ID.

• Desired: Experience in documenting identity lifecycle management, provisioning workflows, or access governance frameworks.

• Desired: Familiarity with Zero Trust Architecture principles.

• Desired: Experience in preparing draft Performance Work Statements, Statements of Work, or acquisition documentation.

• Desired: Experience in supporting Government-facing program reviews, technical exchange meetings, or study out-briefings.

• Desired: Familiarity with Agile development methodologies and Scrum ceremonies.

• Desired: IABA CBAP, PMI-PBA, or an equivalent certification.

• Desired: CompTIA Security+, SSCP, or an equivalent cybersecurity certification.

• Desired: Experience in supporting DAF, Air Force, or Space Force IT modernization, ICAM, or enterprise architecture programs.

• Desired: Familiarity with Government technical report formatting conventions.
