This is a fully remote position, open to applicants in United States.
• Define and document system requirements for intricate government software systems alongside business sponsors and stakeholders.
• Analyze the project scope and objectives to assist project managers.
• Facilitate meetings with stakeholders to arrange work and set priorities.
• Examine system processes for both new and updated business applications.
• Elicit functional and informational requirements from product owners and business sponsors.
• Document the Concept of Operations, Business Case, Alternatives Analysis, data requirements, and other SDLC deliverables.
• Generate, present, and refine mockups and requirements for solutions.
• Collaborate with Enterprise Architecture representatives, team members, and contractors to ensure adherence to technical guidelines.
• Assist in designing technical specifications for complex, integrated government systems.
• Conduct research, systems analysis, concept development, and systems design.
• Review programming code and data structures to support both technical and business process requirements.
• Promote SOA architecture, enterprise patterns, and governance procedures.
• Perform market analysis of governmental and commercial systems and provide recommendations.
• Monitor and predict market trends, articulating recommendations in the context of governmental interests.
• Assist with development testing.
• Must be a US Citizen.
• Subject to a U.S. Federal Government background investigation and must meet the qualifications to hold a position of public trust.
• Bachelor's Degree in Computer Science, Information Technology, or a related field, or equivalent experience is preferred.
• A minimum of 5 years of experience in software/hardware development efforts.
• Candidates without degrees may be considered with at least 9 years of relevant experience.
• Strong technical writing skills are essential.
• Problem-solving and decision-making abilities are required.
• Capability to create system process deliverable documents, including concept of operations, business case, and alternatives analysis documentation.
• Proficient in using requirements-management, diagramming, and documentation software tools.
• Experience with tools such as Visio, Word, Excel, PowerPoint, Azure, and Jira.
• Ability to produce business requirements documents, workflow diagrams, context diagrams, use cases, and user stories.
• Solid understanding of user interfaces and standard GUI approaches.
• Capability to present findings and mockups of requirements.
• Ability to comprehend formulas used in financial calculations and articulate relevant workflows.
• Working knowledge of SQL Server and Oracle database systems.
• Experience with SOA management tools and software, including COTS, OSS, and SaaS.
• Ability to manage business and systems requirements within a SOA framework.
• Understanding of scalable deployment options: on-premises, cloud, and hosted.
• Desired: experience with business sponsors, product owners, government project managers, development teams, and end users.
• Desired: familiarity with IEEE, ITIL, Scrum, Agile, and Kanban methodologies.
• Desired: experience with SOA concepts, governance and coordination models, market research, GIS technology, data modeling, Agile methodologies, COTS/custom software integration, UML, Enterprise Architecture frameworks, NIST 800-53, FIPS 199, and web-based software development.
• Prior government experience is highly desired.
