This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Perform lawful mobile and stationary surveillance in public areas.
• Observe and accurately document activities pertinent to investigative goals.
• Conduct investigations related to workers’ compensation, disability, fraud, employee misconduct, integrity, administrative matters, and other related inquiries.
• Capture lawful photographs and videos.
• Record dates, times, locations, subject movements, activities, durations observed, involved individuals, investigative limitations, and relevant conditions.
• Maintain up-to-date surveillance notes and observation logs.
• Preserve original photographs, videos, files, timestamps, metadata, and other pertinent evidence.
• Adhere to evidence-handling and chain-of-custody procedures.
• Prepare comprehensive, factual, and objective investigative reports.
• Differentiate between observed facts and assumptions, analysis, and unverified information.
• Record instances of unsuccessful surveillance and occasions when relevant activity is not witnessed.
• Collaborate with project management, OSINT analysts, quality reviewers, and fellow investigators.
• Analyze lawful OSINT and social media leads to aid in surveillance planning.
• Report significant events, safety concerns, legal issues, and matters needing client guidance.
• Safeguard PII, Privacy Act information, investigative records, and sensitive data.
• Comply with all relevant federal, state, territorial, tribal, and local laws.
• Steer clear of trespassing, harassment, entrapment, unauthorized access, misrepresentation, and recording in areas where privacy is reasonably anticipated.
• Undertake necessary local and regional travel, including occasional overnight trips.
• Meet applicable federal background and suitability requirements.
• Employment is contingent upon the award of a contract.
• Possess an active private investigator, private detective, or equivalent license/registration as mandated by jurisdiction.
• Have at least 3 years of professional experience in investigation or surveillance.
• Show proven experience in conducting physical surveillance and documenting subject activities.
• Experience in crafting professional investigative reports.
• Understanding of evidence preservation and chain-of-custody protocols.
• Knowledge of relevant privacy, surveillance, recording, and investigative laws.
• Ability to independently organize and execute mobile and stationary surveillance.
• Capability to operate discreetly while maintaining visual contact.
• Strong written communication skills in English.
• Valid U.S. driver's license and dependable transportation suitable for surveillance tasks.
• Proficient in using photographic/video equipment and securely transferring investigative media.
• Willingness to work irregular hours, including early mornings, evenings, weekends, and holidays.
• Ability to travel within an assigned geographic area and occasionally outside of it.
• Capable of successfully completing applicable background or suitability screenings.
• Ability to protect PII and sensitive investigative information.
• Professional liability and/or investigative business insurance where required.
• Access to a reliable surveillance vehicle, high-quality camera/video equipment, mobile communications, time/date-capable recording devices, secure computing capabilities, backup power, and storage equipment.
• Preferred: 5+ years of experience in surveillance or investigation, including relevant work in workers’ compensation, disability, fraud, misconduct, administrative tasks, government, law enforcement, OSINT, testimony, training, multi-day surveillance, multi-jurisdictional issues, Privacy Act compliance, or case management.
• Paid time off accrued at 6.33 hours per semi-monthly pay period (19 days/152 hours annually during the first two years).
