
Supply Chain Subcontracts Specialist – Level 3/Level 4

This is a fully remote position, open to applicants in Arizona.
• Identify and acquire specialized goods and services.
• Oversee the management of supplier contracts.
• Handle source selection from proposal through to execution of contracts.
• Collaborate with contracts, engineering, quality assurance, supplier development, planning, operations, program, and end-user stakeholders.
• Create specifications for subcontracts, work statements, and terms and conditions for procurement.
• Draft Requests for Proposals, assess and evaluate proposals, negotiate subcontract terms, select or recommend subcontractors, issue awards, and manage the resulting subcontracts.
• Monitor and assess supplier quality, reliability, and capability to meet delivery timelines.
• Identify opportunities for cost reduction, efficiency enhancements, and risk management through strategic negotiations.
• Ensure accurate forecasting of supplier financials.
• Oversee subcontract performance and ensure adherence to public laws, company policies, business regulations, and import/export laws.
• Evaluate supplier performance and perform follow-up actions.
• Ensure proper documentation is provided to logistics, transportation, and warehouse teams for accurate receipt tracking.
• Manage and cultivate relationships with strategic and key suppliers.
• Review and authorize supplier payments as necessary.
• Utilize Lean Six Sigma process tools with suppliers to promote quality, efficiency, and ongoing improvement.
• Bachelor’s degree in Business Administration, Supply Chain, or a related field with 5+ years of relevant experience, or a Master’s degree with 3+ years of related experience for Level 3.
• Bachelor’s degree in Business Administration, Supply Chain, or a related field with 8+ years of relevant experience, or a Master’s degree with 6+ years of related experience for Level 4.
• An additional 4+ years of experience may be considered in place of a degree.
• Experience in subcontracts, procurement, contracts, or a similar field.
• Proficiency in Microsoft Office, including Word, PowerPoint, and Excel.
• Ability to acquire and maintain a U.S. Government Secret security clearance.
• U.S. citizenship is mandatory.
• Current and active DoD security clearance is preferred.
• Experience in managing major subcontracts is favored.
• Familiarity with various subcontract types, including Firm Fixed Price, Cost Plus Incentive or Fixed Fee, Time & Material, Labor Hour, and IDIQ, is preferred.
