This is a fully remote position, open to applicants in United States.
• Create specifications for subcontracting, including work statements and terms and conditions for the procurement of services, specialized materials, and/or equipment.
• Prepare bid documentation and facilitate bidders' conferences.
• Analyze and assess proposals received.
• Conduct price and cost analysis, negotiating subcontract terms.
• Select or recommend subcontractors, issue awards, and manage the subsequent subcontracts.
• Ensure that proper documentation is provided for accurate receipt recording.
• Negotiate and manage modifications, additions, or deletions to subcontracts.
• Oversee subcontract funding, invoice processing, and program reviews in collaboration with functional areas.
• Collaborate with contracts, engineering, quality assurance, supplier development, planning, operations, program management, and end-user stakeholders.
• Assess and monitor supplier quality, reliability, and their capability to meet delivery schedules.
• Identify and implement strategies to reduce costs, enhance efficiency, and manage risks through targeted negotiations.
• Oversee subcontract performance to ensure compliance with public law, company and business policies, as well as import/export regulations.
• Apply Lean Six Sigma methodologies with suppliers to promote quality, efficiency, and continuous improvement.
• Develop and manage strategic/key supplier relationships.
• Review and authorize supplier payments.
• High school diploma or GED with a minimum of 6 years of relevant experience; OR a bachelor's degree with at least 2 years of experience; OR a Master's degree with over 1 year of pertinent experience.
• Proven proficiency in Microsoft Office tools to create spreadsheets, documents, and presentations, including Word, Excel, and PowerPoint.
• Ability to prioritize and manage multiple responsibilities simultaneously.
• Capability to obtain and maintain a Secret security clearance.
• Prior experience in Government or Aerospace procurement/buying is preferred.
• Familiarity with FAR/DFAR regulations is preferred.
• Knowledge of CPSR and government audits is preferred.
• Experience with aircraft maintenance activities under US Government prime contracts, including spares procurement and logistics, is preferred.
• Experience with Import/Export (ITAR) regulations regarding materials and technology movement is preferred.
• SAP experience is preferred.
• U.S. Citizenship is required for positions requiring government clearance and other restricted roles.
