Subcontracts Manager

This is a fully remote position, open to applicants in United States.

📋 Description

• Take ownership of the complete subcontracting process, which includes the creation of Statements of Work (SOW), Requests for Proposals (RFPs), source selection, negotiation, award, administration, and closeout.

• Ensure that subcontracts comply with FAR, DFARS, and CPSR regulations.

• Conduct price evaluations, assess vendor proposals, and negotiate various pricing structures, including Firm-Fixed-Price, Time and Materials, and Cost-Reimbursable contracts.

• Monitor supplier Key Performance Indicators (KPIs) related to cost, schedule, and quality.

• Address disputes and implement corrective action plans as necessary.

• Collaborate with Program Management, Finance, and Security teams to communicate prime contract requirements effectively.

• Lead teams focused on subcontracting, procurement, or contract management.

• Oversee subcontract administration staff.

⛳️ Requirements

• Must possess an active security clearance or the ability to obtain one.

• A Bachelor’s degree in Business, Supply Chain Management, Contracts Management, or a related discipline; equivalent relevant experience may also be considered.

• A minimum of 10 years of experience in federal subcontract administration, specifically supporting DoD or other government programs.

• In-depth knowledge of Cost-Plus-Fixed-Fee (CPFF), Firm-Fixed-Price (FFP), Firm-Fixed-Price Level of Effort (FFP-LOE), and Time and Materials (T&M) subcontract types.

• Comprehensive understanding of FAR, DFARS, and CPSR requirements.

• Proven experience in leading subcontracting, procurement, or contract teams.

• Strong skills in negotiation, analysis, communication, and organization.

• Proficient in Microsoft Office Suite and Deltek Costpoint.

• Experience in supervising subcontract administration personnel is required.

• NCMA certification (CPCM, CFCM, or CCCM) is preferred.
