This is a fully remote position, open to applicants in United States.
• Collaborate with internal business leaders to gather requirements, perform market analysis, formulate negotiation strategies, and oversee the subcontracting process.
• Engage with internal stakeholders and negotiate directly with partners, subcontractors, and consultants.
• Cultivate relationships with internal business owners to comprehend product and service needs while executing subcontracts.
• Draft vendor agreements and associated documents, review Prime contract terms and conditions, and ensure appropriate flowdown.
• Facilitate and assist in negotiations and the execution of contract documents.
• Employ a risk-based approach to devise negotiation strategies and subcontract language.
• Support vendor due diligence and assessment.
• Secure approvals from Legal, Compliance, IT, Security, requesting business areas, and other stakeholders.
• Act as a liaison between Legal, internal business units, and vendor representatives.
• Offer expert advice on subcontract language, contracting policies and procedures, contract issues, and document management.
• Aid in new vendor implementations and transitions.
• Monitor and manage expiring subcontracts for renewal or termination.
• Establish and maintain external subcontractor relationships for key vendors.
• Create and update vendor-related materials.
• Identify opportunities for process improvement and cost savings or avoidance.
• Coordinate with Program Management on payment milestones, invoicing status, performance issues, and funding constraints.
• Maintain contractual documentation and file setup information, including agreements, modifications, task/delivery orders, funding and invoicing status, representations/certifications, supplier qualifications, and correspondence.
• Process and establish subcontracts and modifications in accordance with company purchasing policies and procedures.
• Perform additional duties aligned with the role's intent as assigned.
• Over 7 years of Purchasing experience.
• More than 5 years of experience in subcontracts administration.
• A Bachelor’s degree in Supply Chain or a Business-related field is required.
• Understanding of legal subcontract language and a proven track record in subcontract negotiation skills.
• Strong customer service and business partnership abilities.
• Exceptional communication, facilitation, consultation, training, and project management skills.
• Capability to collaborate effectively across various organizational levels, functions, businesses, and geographies.
• Ability to identify obstacles and escalate issues.
• Proficient in managing multiple tasks simultaneously.
• Demonstrated skills in time management.
• Proficiency in Microsoft applications, including advanced Word, Excel, and intermediate PowerPoint.
• Experience in administering CPFF, T&M, and FFP subcontracts for services, research and development, systems integration, and software and hardware delivery supporting commercial, state, and Federal government programs, both domestic and international.
• In-depth knowledge of commercial business terminology and Federal Acquisition Regulations (FAR, DFARS) and their relevance to subcontract administration.
