This is a fully remote position, open to applicants in United States.
• Gather business requirements and conduct market analysis
• Create negotiation strategies and oversee the subcontracting process
• Engage with internal stakeholders and negotiate with partners, subcontractors, and consultants
• Implement market-competitive subcontracts that reduce organizational and customer risk
• Utilize procurement best practices to enhance supply-chain value
• Foster relationships with internal business owners to comprehend product and service needs
• Draft vendor agreements and associated documentation
• Examine Prime contract terms and conditions to ensure appropriate flowdown
• Facilitate and assist in the negotiations and execution of contract documents
• Formulate risk-based negotiation strategies and subcontract language
• Aid in vendor due diligence and assessment
• Secure approvals from Legal, Compliance, IT, Security, and relevant business stakeholders
• Serve as a liaison between Legal, internal business units, and vendor representatives
• Offer expert guidance on subcontract language, contracting policies, procedures, contract issues, and document management
• Support new vendor implementations and transitions
• Monitor and oversee expiring subcontracts for renewal or termination
• Build and maintain relationships with external subcontractors
• Create and sustain vendor-related materials
• Identify opportunities for process improvement and cost savings or avoidance
• Collaborate with Program Management on contractual matters, payment milestones, invoicing, performance issues, and funding constraints
• Maintain contractual documentation, subcontract files, modifications, task/delivery orders, funding and invoicing status, certifications, supplier qualifications, and correspondence
• Process and establish subcontracts and modifications in accordance with Purchasing Policies and Procedures
• Over 7 years of Purchasing experience
• More than 5 years of experience in subcontracts administration
• Bachelor's degree in Supply Chain or a related Business field is required
• Familiarity with legal subcontract language
• Demonstrated subcontract negotiation expertise
• Strong customer service and business partnership abilities
• Exceptional communication, facilitation, consultation, training, and project management capabilities
• Ability to collaborate effectively across various organizational levels, functions, businesses, and geographical locations
• Skill in identifying barriers and escalating issues
• Ability to juggle multiple tasks simultaneously
• Proven time management abilities
• Proficient in Microsoft applications, including advanced Word and Excel, and intermediate PowerPoint
• Experience in administering CPFF, T&M, and FFP subcontracts for services, research and development, systems integration, and software and hardware delivery
• Experience supporting commercial, state, and Federal government programs, both domestically and internationally
• Comprehensive understanding of commercial business terminology
• Thorough understanding of Federal Acquisition Regulations (FAR, DFARS) and their implications for subcontract administration
• Must adhere to relevant legal, regulatory, contractual, and internal policy requirements
