This is a fully remote position, open to applicants in Maryland, +1 more state.
• Oversee and assist in managing programs and proposals that involve complex subcontract requirements.
• Formulate, negotiate, and manage Time & Material (T&M), Labor Hour, Fixed Price, Cost Reimbursable/Award Fee subcontracts, Non-disclosure Agreements, and Teaming Agreements.
• Ensure that subcontract actions adhere to government client requirements, company policies, and FAR/DFAR procurement regulations and procedures.
• Establish subcontract files that comply with public laws, FAR, and DCMA requirements under an authorized purchasing system.
• Provide guidance to program staff and make decisions regarding management strategies for subcontractors.
• Analyze government proposals for procurement implications and coordinate procurement needs with capture teams.
• Review prime solicitations and awards to ensure that subcontract RFPs/awards include the necessary flow-downs and requirements.
• Assess subcontract proposals for compliance and solicitation risks, including pricing/cost and management requirements.
• Conduct price and cost analyses related to negotiations and subcontract terms.
• Determine subcontractor requirements and advise capture teams on compliance matters.
• Identify and ensure adherence to Small Business Subcontracting Plan and Small Business Participation Plan requirements.
• Assist in post-award subcontract management and confirm compliance with performance standards.
• Design and execute efficient acquisition processes.
• Collaborate daily with Program Managers, Project Controllers, and other program personnel to manage and monitor subcontract activities.
• Act as the team leader for specific projects or work areas.
• Engage in training peers on compliance and subcontract management procedures.
• A Bachelor's degree in a related field or an equivalent combination of education and experience.
• A minimum of 2-4 years of experience in subcontracts administration, including T&M, Labor Hour, Cost Reimbursable/Award Fee, and Fixed Price Contracts.
• Familiarity with Federal Government contracting practices.
• Proven understanding of cost accounting principles, including components and factors of direct and indirect costs.
• Knowledge of the Federal Acquisition Regulations (FAR) and Agency FAR Supplements.
• Extensive knowledge and experience with public law requirements to maintain an Approved Purchasing System and operate within that framework.
• Proficiency in Microsoft Office Suite: Word, PowerPoint, Outlook, with a strong emphasis on Excel.
• Willingness and capability to travel as necessary to meet business needs.
• Experience with Deltek Costpoint is desirable.
