
Standards Development Organization Liaison β Knowledge Management

This is a fully remote position, open to applicants in United States.
β’ Serve as the representative for VHA in standards development organizations and affiliated entities, such as HL7, SNOMED International, Regenstrief/LOINC, NCPDP, X12, DICOM, IHE, and ISO/TC 215.
β’ Monitor ballot cycles, comment periods, workgroup schedules, and the development of implementation guides.
β’ Prepare and submit comments from the VA, reconcile ballots, and request changes as necessary.
β’ Facilitate VA involvement and foster collaborative relationships with staff from standards organizations and federal partners.
β’ Evaluate standards, implementation guides, and terminology releases to assess their operational impact on VHA systems and workflows.
β’ Interpret standards requirements for informatics analysts, clinical subject matter experts (SMEs), architects, and program leadership.
β’ Provide guidance on adoption timelines, conformance expectations, implementation challenges, and associated costs.
β’ Assist in the development of requirements and interoperability design decisions.
β’ Address conflicts between standards and current VA policies.
β’ Oversee the program's knowledge management strategy related to standards and interoperability content.
β’ Create and sustain repository structures, taxonomies, naming conventions, and version control systems.
β’ Curate implementation guides, value sets, terminology mappings, decision documents, position papers, meeting summaries, and lessons learned.
β’ Set up content review cycles and produce standard operating procedures (SOPs), job aids, reference materials, and onboarding content.
β’ Support communities of practice and facilitate recurring knowledge-sharing sessions.
β’ Manage project schedules, dependencies, and deliverables effectively.
β’ Generate status reports, briefing documents, and executive summaries for VA leadership.
β’ Lead working sessions, document decisions and action items, and ensure follow-through to completion.
β’ Collaborate with OIP work streams and related VA programs.
β’ Assist government leads with documentation, meeting arrangements, and follow-up on external commitments.
β’ A Bachelorβs degree is required.
β’ A minimum of ten years of experience in project management related to standards development.
β’ Proven participation in one or more health data standards development organizations, including involvement in ballots, comments, or workgroups.
β’ Familiarity with health data standards and terminologies, such as HL7 V2, CDA, FHIR, SNOMED CT, LOINC, RxNorm, and ICD.
β’ Experience in creating and managing structured knowledge repositories, documentation libraries, or content governance processes.
β’ Excellent written and verbal communication skills, with the ability to present to both technical and non-technical audiences.
β’ Capability to obtain and maintain the necessary VA background investigation.
