This is a fully remote position, open to applicants in United States.
• Provide leadership in both technical and project domains to software development teams and Government clients, encompassing various scrum teams and subcontractors.
• Plan and manage multiple concurrent software development projects, from gathering requirements to production release.
• Collaborate with operations and customer care teams to facilitate successful software launches and enhance user adoption.
• Work alongside customer and user community representatives, including Government teams, to prioritize tasks and formulate release plans.
• Supervise the ongoing maintenance of software products in production.
• Report on software development progress to executive management and Government clients.
• Utilize metrics such as defect rates and cost/schedule performance (EVM) to present performance insights and promote process enhancements within a CMMI Level 3 assessed organization.
• Lead the development and performance management of employees through subordinate managers and direct reports.
• Collaborate with program and functional leaders regarding workforce planning, staffing, succession planning, retention, and skills development.
• Cultivate subordinate managers and team leads by empowering them with decision-making authority and enhancing their leadership skills.
• Evaluate business requirements to support future technology needs and specifications.
• Delivered and maintained large-scale enterprise-wide software systems, including a comprehensive suite of support services (account management, consulting, help desk, analysis).
• Knowledgeable in Agile software development methodologies applied to large-scale project implementations.
• Proven experience in leading process improvements and change initiatives through quality management frameworks like CMMI.
• Minimum of 12 years in the Federal contracting sector, with at least 5 years in progressively responsible management roles.
• Strong grasp of Government contracts and business operations, including budget management with profit/loss accountability.
• Managed integrated teams comprising over 50 individuals and subcontractors across multiple geographic locations, including several concurrent scrum teams.
• Collaborative leadership approach while supervising multiple team leaders/managers on a complex and dynamic program.
• Excellent people management capabilities, including coaching, mentoring, career development, performance management, succession planning, employee engagement, and fostering an inclusive, accountable, high-performing culture.
• Expertise in full life cycle project management from planning through successful execution to closeout.
• Experience effectively collaborating with customer leadership in an embedded environment.
• Outstanding written and verbal communication skills.
• Experience in executing programs with mission-critical information security policies and regulations.
• Must be able to acquire and maintain a Federal or DoD public trust; approved adjudication is required prior to onboarding.
• Prior experience as a senior technical leader on a large Federal IT contract valued at over $100M is preferred.
• Experience with Federal grants systems or large transactional government platforms is preferred.
• Familiarity with Earned Value Management is preferred.
• PMP Certification is preferred.
• Candidates local to the Washington DC metro area are preferred.
• Experience supporting mission-critical systems in a highly regulated environment is preferred.
• Experience working in matrixed organizations and collaborating across internal practices and corporate functions is preferred.
