SNAP EBT Test Lead – Test Manager

This is a fully remote position, open to applicants in Missouri, +1 more state.

📋 Description

• Create and sustain a detailed test plan that encompasses testing scope, methodologies, responsibilities, environments, data, schedules, entry and exit criteria, and reporting.

• Establish traceability among procurement requirements, system specifications, test cases, defects, and acceptance evidence.

• Coordinate testing efforts with the EBT processor, State program and technology teams, and other interface partners.

• Evaluate processor test plans, scripts, results, and supporting documentation for thoroughness and compliance with State requirements.

• Strategize and manage coverage for unit, integration, performance, end-to-end, user acceptance, regression, and fail-safe testing.

• Develop and oversee acceptance test scenarios, scripts, expected outcomes, and test data needs.

• Lead System Acceptance Testing focusing on functional requirements, security, recovery, system controls, interfaces, and exception scenarios.

• Train State personnel to carry out acceptance tests, document outcomes, and report defects.

• Oversee defect triage, prioritization, retesting, and closure verification with the processor and State stakeholders.

• Analyze interface specifications and outputs to ensure expected data exchanges and reconciliation.

• Evaluate testing completeness, unresolved defects, and implementation risks; provide readiness recommendations based on defined Go/No-Go criteria.

• Assist with contingency and recovery planning, including delayed rollouts or reverting to the legacy system.

• Generate test status reports, acceptance documentation, and written evaluations of results for review by State and USDA/FNS.

• Ensure alignment of testing documentation with relevant USDA/FNS requirements and FNS Handbook 901.

⛳️ Requirements

• Proven experience in leading or significantly supporting testing for a state SNAP EBT system, EBT processor implementation, or processor transition.

• Experience in developing comprehensive test plans, acceptance criteria, test scenarios, scripts, and requirements traceability.

• Experience coordinating testing across state agencies, EBT processors, vendors, and interface partners.

• Practical knowledge of SNAP EBT transaction processing, benefit issuance, account activity, interfaces, reconciliation, and exception handling.

• Experience in managing defects, reviewing test evidence, and evaluating system acceptance and implementation readiness.

• Ability to assess functional, integration, performance, security, recovery, and fail-safe testing coverage, collaborating with technical specialists as necessary.

• Strong documentation, facilitation, and stakeholder communication abilities.

• Willingness to travel to South Dakota as needed.

• Preferred: Experience leading state acceptance testing during an EBT processor transition.

• Preferred: Experience supporting USDA/FNS testing reviews or preparing documents for federal review.

• Preferred: Knowledge of applying FNS Handbook 901 to test planning and acceptance documentation.

• Preferred: Experience testing eligibility-to-EBT interfaces, benefit issuance files, transaction processing, and financial reconciliation.

• Preferred: Experience coordinating recovery exercises, cutover rehearsals, and contingency testing.

• Preferred: Training state business users with limited formal testing experience.

• Preferred: Experience using test management and defect tracking tools within a state or vendor environment.
