Senior Training and Development Specialist

This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee the design, implementation, and ongoing enhancement of training programs for CISA's acquisition workforce.

• Act as the technical lead for all training and development initiatives under the contract.

• Organize and manage training and development support activities.

• Perform training needs assessments and suggest CISA-specific improvements.

• Review and revise CISA training materials in accordance with current RFO, FAR, and HSAR guidelines.

• Create, develop, and deliver both synchronous and asynchronous training for the COR and PM communities.

• Facilitate virtual instructor-led sessions accommodating up to 100 participants each.

• Oversee training projects from needs assessment through to design, development, and delivery.

• Assess the effectiveness of training and integrate participant feedback for course revisions.

• Generate Government-ready slide presentations and produce on-demand video recordings.

• Provide support to the COR/PM Community of Practice.

• Collaborate with the Project Manager, CISA COR, and Government stakeholders.

• Ensure continuity as Key Personnel and assist with Government-requested transition activities.

⛳️ Requirements

• Master’s degree in Education or a related discipline, coupled with a minimum of 10 years of experience in instructional design, adult learning principles, and work-related training and development programs; alternatively, 16+ years of pertinent experience may be accepted in place of a Master's degree.

• Proven experience in managing training projects from start to finish, encompassing needs assessment, design, development, and delivery.

• Proficiency in instructional design frameworks and models, such as ADDIE, SAM, Dick and Carey Model, and Action Mapping.

• Background in designing and delivering training to federal, state, or large enterprise audiences.

• Outstanding oral communication and presentation abilities.

• Capability to obtain and maintain a favorable DHS Suitability/Fitness Determination; no active clearance is required upon hire.

• Availability to work from 8:00 AM to 5:00 PM Eastern Time, Monday through Friday.
