Senior Systems Engineer

This is a fully remote position, open to applicants in District of Columbia, +1 more state.

📋 Description

• Provide assistance to the Test & Evaluation Division within DHS FEMA.

• Act as a technical authority supporting DHS/FEMA and CWMD test and evaluation initiatives for CBRN detection systems.

• Plan, coordinate, execute, analyze, and report on both developmental and operational testing.

• Assist in acquisition decisions, technology maturation, and operational deployment.

• Ensure that test artifacts and processes adhere to DHS Directive 102-01, DHS Directive 026-06, and CWMD Operating Instruction 1.

• Lead and support system-level technical and operational test activities at government and contractor facilities.

• Participate in IPTs, working groups, Test Readiness Reviews, Deficiency/Safety Review Boards, Operational Readiness Reviews, and critical design reviews.

• Convert operational requirements, CONOPS, and technical specifications into quantifiable test objectives and verification criteria.

• Maintain requirements traceability, testability, and mission relevance throughout the system lifecycle.

• Guide the evaluation and interpretation of test data.

• Create technical assessments, operational test reports, and executive-level briefings.

• Offer technical support to Integrated Product Teams, operational users, and industry partners.

• Address complex integration issues and align testing objectives.

• Promote continuous enhancement of DHS and FEMA testing processes through technical reviews, lessons learned, quality assurance measures, and best-practice implementations.

⛳️ Requirements

• Bachelor's degree in Systems Engineering, Electrical Engineering, Mechanical Engineering, Physics, Chemistry, or a related technical/scientific discipline.

• At least 10 years of relevant experience in systems engineering and/or test & evaluation.

• Experience in supporting DHS, DoD, or other federal T&E programs.

• Familiarity with CBRN or sensor/detection systems.

• Proven experience leading developmental testing, operational testing, and systems integration for complex technical systems.

• Must be a U.S. Citizen.

• Must possess an active SECRET clearance.

• Solid understanding of CBRN detection technologies, including radiological, nuclear, biological, and chemical detection systems.

• Strong analytical capabilities for assessing test data, mission scenarios, and system performance against requirements.

• Excellent technical writing skills for crafting test plans, test reports, and executive-level briefings.

• Ability to lead cross-functional coordination among government program offices, contractors, and interagency partners.

• Exceptional organizational and project management skills.

• Effective communication skills for translating technical test outcomes into implications for program and acquisition decision-making.
