This is a fully remote position, open to applicants in United States.
• Develop, coordinate, and provide Congressional briefing materials, talking points, and support documents that convey the goals, milestones, and outcomes of CCPI/SPD.
• Design and implement stakeholder engagement strategies that identify both internal and external stakeholders, map their influence and interest, and prescribe targeted communication efforts.
• Create executive-level presentations, issue briefs, and decision memoranda for SES-level leaders, the VA Under Secretary, and senior federal officials.
• Lead communications for guiding coalitions by facilitating cross-functional working groups and drafting messaging frameworks for the coalition.
• Ensure that narratives are consistent and coordinated across VA program offices, VISNs, and partner agencies.
• Monitor federal legislative and policy developments that are relevant to VA and federal value-based healthcare solutions.
• Provide prompt policy analysis and recommended communication responses to program leadership.
• Establish communication cadence plans, editorial calendars, and mechanisms for stakeholder feedback.
• Measure the effectiveness of engagement, identify adoption risks, and continuously improve messaging strategies.
• A minimum of 8 years of progressively responsible experience in government or healthcare communications and stakeholder engagement.
• A Bachelor's Degree (BA/BS) in Communications, Public Affairs, Political Science, Public Administration, Healthcare Administration, or a closely related field is required.
• Demonstrated experience collaborating with or within the VA, another federal cabinet-level agency, or a federal healthcare system.
• Direct involvement in legislative affairs, executive communications, or program transformation communications.
• Ability to obtain and retain a VA Personal Identity Verification (PIV) credential and successfully pass a VA background investigation.
• Must be authorized to work in the United States; this position does not offer visa sponsorship.
• Proven history of developing Congressional briefing packages and communications products for SES-level audiences.
• Ability to translate technically complex program information into clear, audience-appropriate narratives under tight deadlines.
• Previous experience with VA-specific or federal legislative affairs, including direct engagement with Congressional staff, OMB, or the Office of the Secretary of Veterans Affairs.
• Familiarity with VA strategic planning, innovation program objectives, and/or data-driven and value-based healthcare solutions.
• Experience with structured change management communication frameworks such as Prosci/ADKAR or Kotter's 8-Step.
• Advanced skills in executive communication design tools and federal document standards.
• Experience ensuring Section 508 accessibility compliance for deliverables.
