
Senior Specialist, Subcontracts

This is a fully remote position, open to applicants in Kentucky.
• Oversee subcontract activities related to specialized materials, equipment, and services that support defense and aerospace initiatives.
• Create subcontract specifications, statements of work, sourcing plans, and establish terms and conditions.
• Prepare bid documents, request proposals, conduct bidders’ conferences, and assist in the selection of subcontractors.
• Analyze and assess subcontract proposals based on technical, cost, schedule, and performance metrics.
• Negotiate pricing, terms and conditions, schedule commitments, and other business-related provisions for subcontracts.
• Issue subcontract awards and manage subcontracts throughout their lifecycle, including performance monitoring, funding actions, modifications, and closeout.
• Evaluate supplier financial, schedule, technical, and performance risks and formulate mitigation strategies.
• Negotiate and coordinate changes, additions, deletions, and other modifications to subcontracts.
• Collaborate with program management, contracts, engineering, supply chain, quality, finance, and other functional teams.
• Maintain subcontract documentation and ensure audit readiness, reporting, and compliance.
• Engage in the development and enhancement of subcontract policies, procedures, and processes.
• Authorize supplier agreements and purchase orders within designated authority limits.
• Bachelor’s degree with a minimum of 6 years of relevant Contracts experience, or a Graduate degree with at least 4 years of related Contracts experience.
• Alternatively, a minimum of 10 years of related Contracts experience without a degree.
• Up to 10% travel may be required.
• Experience in defense, aerospace, or other government contracting environments is preferred.
• Familiarity with subcontracts, contracts, procurement, supply chain, purchasing, or supplier management.
• Proficient in supporting the development of solicitations, evaluating proposals, negotiating subcontracts, and managing subcontract administration.
• Skilled in managing subcontract cost, schedule, and performance requirements.
• Experience working with subcontract documentation, terms and conditions, and processes throughout the purchase or subcontract lifecycle.
• Competency in utilizing enterprise resource planning systems or similar business management systems.
• Knowledgeable in FAR, DFARS, and subcontract flow-down requirements.
• Experienced in developing statements of work, requests for proposals, and subcontract terms and conditions.
• Familiar with cost analysis, price analysis, and methodologies for assessing subcontractor risk.
• Experience with administering various subcontract types, including cost-reimbursement, fixed-price, and time-and-materials.
• Working knowledge of ITAR and EAR export compliance requirements.
• Proven experience in managing subcontract modifications, funding actions, earned value assessments, or initiatives to enhance supplier performance.
