Senior Specialist, Subcontracts

This is a fully remote position, open to applicants in California.

📋 Description

• Develop and implement subcontract strategies that align with program and organizational goals.

• Oversee risks and ensure adherence to procurement policies.

• Lead negotiations to establish subcontract agreements with advantageous terms and conditions.

• Manage contracts throughout their entire lifecycle, ensuring compliance with agreed terms.

• Monitor and assess subcontractor performance using established metrics.

• Conduct regular reviews and audits to ensure adherence to delivery schedules, quality standards, and cost requirements.

• Collaborate effectively with engineering, finance, and program management teams.

• Ensure that subcontract requirements are clearly understood and support program objectives.

• Identify subcontracting risks and develop as well as implement strategies for mitigation.

• Travel to customer meetings, site visits, program reviews, cross-functional collaborations, and project execution as necessary.

⛳️ Requirements

• Bachelor’s Degree with a minimum of 6 years of relevant subcontracts experience.

• Graduate Degree with at least 4 years of related subcontracts experience.

• In the absence of a degree, at least 10 years of relevant subcontracts experience.

• Experience in supporting defense, aerospace, or other government contracting environments.

• Strong understanding of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and subcontract flow-down requirements.

• Experience in creating statements of work, requests for proposal, and subcontract terms and conditions for complex materials, hardware, software, or services.

• Familiarity with cost analysis, price analysis, negotiation strategy development, and subcontractor risk assessment methodologies.

• Experience in managing cost-reimbursement, fixed-price, time-and-materials, and other types of subcontracts.

• Experience in handling complex subcontract modifications, change activities, funding actions, and supplier performance issues.

• Working knowledge of export compliance considerations, including International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR).

• Experience in supporting audits, compliance reviews, CPSR-related activities, or internal control requirements.

• Proven ability to influence cross-functional teams, resolve complex supplier issues, and drive subcontract execution in a dynamic environment.

• Experience in mentoring junior team members or acting as a resource for less experienced professionals.

• Experience in supporting subcontract modifications, funding actions, earned value considerations, or initiatives for supplier performance improvement.

• Travel requirements are generally 25–30%.
