Senior Specialist, Subcontracts

This is a fully remote position, open to applicants in Alabama, +4 more states.

📋 Description

• Oversee subcontract activities related to specialized materials, equipment, and services that support defense and aerospace projects.

• Create subcontract specifications, statements of work, sourcing strategies, and terms and conditions.

• Prepare bidding packages, request proposals, conduct bidders’ conferences, and assist in the selection of subcontractors.

• Analyze and assess subcontract proposals based on technical, cost, schedule, and performance factors.

• Negotiate subcontract pricing, terms and conditions, schedule commitments, and other business provisions.

• Award subcontracts and manage them throughout their lifecycle, including performance monitoring, funding actions, modifications, and closure.

• Evaluate supplier financial, schedule, technical, and performance risks and formulate mitigation strategies.

• Coordinate changes, additions, deletions, and other modifications to subcontracts with internal stakeholders.

• Collaborate with program management, contracts, engineering, supply chain, quality assurance, finance, and other functional teams.

• Maintain subcontract documentation and ensure audit readiness, reporting, and regulatory compliance.

• Engage in the enhancement of subcontract policies, procedures, and processes.

• Execute supplier agreements and purchase orders within the limits of delegated authority.

⛳️ Requirements

• A Bachelor’s degree along with a minimum of 6 years of relevant experience in Contracts, or a Graduate degree with at least 4 years of related experience.

• Alternatively, a minimum of 10 years of relevant experience in Contracts without a degree.

• Willingness to travel up to 10% may be necessary.

• Experience in defense, aerospace, or other government contracting settings.

• Background in subcontracts, contracts, procurement, supply chain, purchasing, or supplier management.

• Experience in supporting the development of solicitations, proposal evaluations, subcontract negotiations, and administration.

• Proven track record in managing subcontract cost, schedule, and performance criteria.

• Familiarity with subcontract documentation, terms and conditions, and lifecycle processes for purchases or subcontracts.

• Proficiency in utilizing enterprise resource planning systems or similar business systems for subcontract management.

• Understanding of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and flow-down requirements for subcontracts.

• Experience in creating statements of work, requests for proposals, and subcontract terms and conditions for complex materials or services.

• Knowledge of cost analysis, price analysis, and methodologies for assessing subcontractor risk.

• Experience in administering various subcontract types, including cost-reimbursement, fixed-price, and time-and-materials contracts.

• Working knowledge of export compliance issues, such as the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR).

• Experience in managing subcontract modifications, funding actions, earned value considerations, or supplier performance improvement initiatives.
