Senior Software Engineer – Decision Logic, Regulatory Workflow

This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee the design and execution of updates to the decision logic engine for new species classifications and Endangered Species Act Section 7 regulatory logic.

• Execute logic for generating species lists specifically for marine-only, anadromous, and joint agency consultations.

• Create agency routing logic based on species identification and project locations.

• Integrate agency-specific content requirements into biological assessment templates within the consultation package builder.

• Ensure validation of end-to-end decision logic and template functionality in a non-production setting.

• Assist in executing pilot consultation workflows and troubleshoot logic issues identified during testing.

• Integrate live feedback from ongoing consultations into updates for decision logic and the consultation package builder.

• Aid in the preparation of the Consultation Logic Alignment Memorandum, documenting joint agency consultation logic, species routing guidelines, and content requirements for templates.

• Provide updated DKeys and Consultation Package Builder assets reflecting approved logic modifications, template revisions, and agency-specific content needs.

• Present finalized logic updates to the government for review and approval.

• Enforce code review protocols prior to deployments and manage code within a version-controlled repository.

⛳️ Requirements

• Bachelor's degree with 8 years of professional experience, or a Master's degree with 6 years of professional experience, or an Associate's degree with 10 years of professional experience, or a high school diploma/equivalent with 12 years of professional experience.

• Must be a U.S. Citizen.

• Capability to obtain and maintain a Public Trust clearance.

• Extensive background in software development, particularly within federal application development.

• Experience in creating complex business rules engines, decision logic systems, or regulatory workflow applications.

• Proficient in Java, Python, or similar backend development languages.

• Familiarity with REST API integration that connects decision logic engines to cloud data platforms and front-end consultation workflows.

• Knowledge of federal software development standards, including code review, version control, and peer review processes.

• Experience in producing formal technical documentation or compliance memoranda for government evaluation and approval.

• Understanding of federal compliance requirements, including Section 508, FedRAMP, and FISMA.

• TOGAF or a comparable enterprise architecture certification is preferred.

• Experience with Databricks, Delta Lake, or cloud data lakehouse architecture on AWS is preferred.

• Familiarity with the IT environments of DOI, FWS, NOAA Fisheries, or other natural resource agencies is preferred.

• Experience with ESA Section 7 compliance or environmental regulatory systems is preferred.

• Active Public Trust Clearance is preferred.
