This is a fully remote position, open to applicants in Alabama, +28 more states.
• Oversee federal contracts and OTAs from initiation to completion on behalf of the Office of Research Administration.
• Offer federal contracting expertise to the Associate Director and Senior Leadership team.
• Assist in the review and submission process for federal contract proposals.
• Ensure that proposals meet the requirements of the University, agencies, federal bodies, and international standards.
• Coordinate plans for small business subcontracting and conduct information security reviews.
• Analyze and interpret FAR, DFAR, CFR, and other government contracting regulations.
• Negotiate terms of federal contracts with sponsoring agencies, departments, principal investigators, and Central Offices.
• Confirm that necessary approvals and compliance measures are established before contract execution.
• Provide support for project administration throughout the entire contract lifecycle.
• Act as the administrative point of contact for sponsors and manage official communications.
• Coordinate responses to requests from sponsors and subcontractors.
• Assist with sponsor prior approvals, audits, site visits, contract meetings, modifications, and closeout documentation.
• Draft, negotiate, and finalize complex incoming and outgoing federal subcontracts.
• Identify appropriate flow-down provisions for outgoing federal subcontracts.
• Create and maintain standard operating procedures (SOPs) for federal contracting.
• Deliver training on federal contracting processes and SOPs.
• Aid in the development of tools and technologies for the submission, tracking, awarding, and management of federal contracts.
• Maintain federal contracting information on the ORA website.
• Perform other assigned tasks, including managing subawards, foundation agreements, CRADAs, and industry-funded agreements.
• Bachelor’s degree.
• At least five (5) years of experience with federal contracts, or an equivalent combination of relevant education and experience.
• Proficient in data analysis and drawing conclusions.
• Familiarity with grants and contracts systems.
• Strong proficiency in MS Office Suite (Word, Access, Excel, PowerPoint).
• Understanding of national compliance issues.
• Knowledge of export controls pertinent to proposal submissions and award management.
• Familiarity with federal regulations governing contract negotiations and management.
• Understanding of financial management requirements for proposals and contracts.
• Knowledge of federal contract terminology and management standards.
• Awareness of IRB, IACUC, COI, IBC, and Misconduct in Science regulations and requirements.
• Understanding of internal control concepts and effort allocation management.
• Ability to manage complex effort scenarios involving various appointment types.
• Capability to handle multiple projects and tasks concurrently.
• Proficient in creating and presenting both verbal and written reports.
