This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Strategize and oversee enterprise or cross-functional reengineering projects that encompass various programs, offices, bureaus, commands, systems, or stakeholder entities.
• Evaluate missions, authorities, policies, governance, decision-making rights, roles, staffing, workflows, transitions, systems, data, controls, workload, cycle times, costs, quality, and customer satisfaction.
• Utilize business process reengineering, Lean, Six Sigma, root-cause analysis, value-stream analysis, process simulation, benchmarking, and other relevant methodologies.
• Detect redundancies, bottlenecks, fragmented authorities, non-value-adding activities, control deficiencies, workforce misalignments, data quality issues, automation potentials, and mission delivery risks.
• Create future-state operating models, comprehensive workflows, governance frameworks, decision-making authorities, organizational structures, service delivery models, controls, performance indicators, and enabling requirements.
• Conduct executive interviews, cross-functional workshops, process-mapping sessions, improvement events, integrated project teams, and decision-making forums.
• Formulate business cases, alternatives analyses, implementation roadmaps, pilot programs, standard operating procedures, change impact assessments, communications, training, and benefits realization strategies.
• Combine process, organization, workforce, data, technology, risk, internal controls, customer experience, and change management elements.
• Lead multidisciplinary teams and counsel senior Federal leaders.
• Ensure that deliverables are evidence-based, traceable, actionable, and compliant with contractual obligations.
• Document current state processes, detailing scope, roles, transitions, decision points, business rules, systems, data, controls, metrics, pain points, and baseline performance.
• Confirm findings and future-state designs with process owners, operators, customers, functional experts, technology teams, control functions, labor representatives, and senior decision-makers.
• Generate process maps, value-stream maps, RACI matrices, organizational charts, governance documentation, standard operating procedures, service standards, metrics, dashboards, and briefings suitable for government presentation.
• Evaluate alternatives based on mission value, statutory and policy restrictions, impacts on customers and workforce, costs, risks, control efficacy, technical feasibility, and implementation complexity.
• Clarify target outcomes, metrics, baselines, benefits, owners, data sources, review schedules, and corrective action procedures.
• Organize implementation to address dependencies, test assumptions, manage operational risks, facilitate adoption, and maintain improvements.
• Conduct work in compliance with contract stipulations, security protocols, privacy safeguards, records management requirements, and agency regulations.
• A Bachelor's degree from an accredited institution in business, industrial engineering, operations research, organizational development, public administration, systems engineering, or a related field.
• Over 8 years of progressively responsible experience in business process reengineering, organizational design, performance enhancement, operating model formulation, management consulting, or a related area.
• More than 5 years of experience working with Federal civilian, defense, intelligence, military, or similar public-sector organizations.
• At least 5 years of experience leading intricate reengineering projects, improving workstreams, or managing multidisciplinary teams.
• Proven experience in analyzing and redesigning complex business processes and operating models.
• Demonstrated ability in developing process maps, future-state designs, implementation roadmaps, performance metrics, and deliverables for executive-level presentations.
• U.S. citizenship is required.
• An active Public Trust clearance is necessary at the time of application.
• Preferred: Lean Six Sigma Black Belt, Certified Business Process Professional, Project Management Professional, Prosci Change Management certification, Certified Management Consultant, or an equivalent credential.
• Preferred: Familiarity with Business Process Model and Notation, value-stream mapping, statistical analysis, process mining, simulation, workload analysis, or performance dashboards.
• Preferred: Knowledge of OMB Circulars A-11 and A-123, GPRA Modernization Act requirements, GAO internal control standards, and federal enterprise risk management.
• Preferred: Experience in redesigning shared services, case management, grants, acquisition, human capital, financial, information technology, customer service, or mission-support processes.
• Preferred: Background in supporting Cabinet-level departments, defense organizations, independent agencies, or multi-agency initiatives.
