This is a fully remote position, open to applicants in Maryland.
• Assist Capture Managers with pre-RFP planning by tracking key milestones, developing templates, and organizing strategy and solution sessions.
• Keep an eye on targeted solicitations on platforms such as SAM.gov, GovWin, GSA MAS, IDIQs, BPAs, and others.
• Contribute to White Paper development to enhance customer engagement.
• Help with logistics and the creation of slide decks for customer meetings.
• Support the responses to RFIs and Sources Sought requests.
• Oversee the complete proposal lifecycle for active RFPs/RFQs.
• Monitor amendments and refresh proposal materials accordingly.
• Analyze and clarify solicitation requirements, instructions, and evaluation criteria.
• Develop proposal management documents, including schedules, outlines, compliance matrices, kick-off presentations, and storyboards.
• Coordinate proposal contributors while managing schedules and milestones.
• Share updates, activities, expectations, and timelines with internal leaders, contributors, and external partners.
• Direct proposal activities through daily stand-ups and regular meetings.
• Track progress, implement corrective actions, and escalate issues across proposal volumes and artifacts.
• Utilize approved AI tools and processes for baseline content and compliance verification.
• Write non-technical sections, proofread, and create clear, consistent, and persuasive content.
• Ensure that proposal templates and responses are compliant, compelling, accurate, and aligned with requirements.
• Facilitate Pink, Red, and Gold Team reviews, guiding reviewers towards constructive feedback.
• Conduct debriefs and retrospectives, capturing lessons learned to enhance proposal processes.
• Make sure that technical solutions, win themes, discriminators, compliance, and requirements are consistently reflected across proposal volumes.
• Support oral presentation teams by coordinating logistics, scheduling and attending sessions, and providing feedback.
• Bachelor’s degree in English, Communications, IT, or a related field.
• Strong understanding of the Federal Government contracting process.
• At least ten (10) years of experience in Federal pre-RFP and proposal development/management.
• Proven track record in supporting large, complex Federal proposals.
• Experience leading prime Federal IT systems development proposals exceeding $50M.
• Strong skills in Federal proposal writing and editing.
• Ability to generate original content through interviews, research, and AI tools.
• Capacity to organize information, quickly assimilate details, and lead proposal teams.
• Demonstrated organizational and time management skills with the capability to handle multiple concurrent proposals while meeting deadlines and quality standards.
• Proven ability to lead large, multi-partner teams and adjust communication styles to fit evolving requirements and needs.
• Strong written and verbal communication skills.
• Ability to produce precise, thorough, and high-quality work with a keen attention to detail.
• Willingness and ability to learn new concepts, technologies, processes, and job-related skills.
• Proficiency in MS Word, PowerPoint, Excel, SharePoint, Adobe Acrobat, and Illustrator.
• Preferred experience using Slack for communication and collaboration.
• Must be available to operate within the Eastern time zone and work the expected hours from 9:00 AM to 5:00 PM Eastern unless otherwise directed.
