Senior Project Manager – SCRUM Master

This is a fully remote position, open to applicants in United States.

📋 Description

• Lead the Agile delivery for technology modernization initiatives within the Department of Veterans Affairs.

• Oversee integrated workstream plans, sprint cadence, backlog health, milestones, dependencies, decision logs, and delivery status using Jira.

• Facilitate sprint planning sessions, daily coordination, reviews, retrospectives, backlog refinement, and the removal of impediments.

• Coordinate the assessment, training, platform configuration, migration, integration, and adoption teams across readiness-based delivery waves.

• Prepare status reports for stakeholders, delivery forecasts, issue and risk escalations, as well as corrective-action plans.

• Track the acceptance of deliverables, quality, schedules, capacity, and action items while maintaining governance artifacts.

• Collaborate with technical leads and customer stakeholders to resolve obstacles, manage change requests, and support handovers.

• Develop integrated milestone and release plans that include owners, acceptance criteria, dependencies, and contingencies.

• Establish controls concerning scope, assumptions, risks, change requests, action items, and lessons learned.

• Monitor sprint predictability, blocked tasks, aging items, workload, throughput, and the comparison of planned versus completed deliverables to foster improvement.

• Coordinate readiness and approval checkpoints with customer decision-makers prior to onboarding teams or transitioning configurations and data.

• Lead working sessions and executive updates that address decisions, risks, corrective actions, and outcomes.

• Support GitHub / CI-CD integration with the Atlassian suite, including Jira and Confluence.

⛳️ Requirements

• Bachelor’s degree in project management, business administration, information systems, computer science, or a related field; alternatively, four additional years of relevant experience may replace a Bachelor’s degree.

• 7+ years of experience in project or program delivery, including direct management of Agile teams or workstreams.

• PMP or PMI-ACP certification is required.

• Proficient in leading Agile delivery utilizing Jira Cloud, including workflows, plans, reports, and dependency management.

• Strong skills in facilitation, executive communication, risk management, and cross-functional coordination.

• Capability to obtain and maintain a favorable Public Trust determination and meet applicable federal personnel vetting, security, privacy, accessibility, and data-handling requirements.

• Proven ability to manage schedule and delivery risks, coordinate multiple interdependent teams, and produce accurate executive-level status reports.

• Competence in translating contract requirements and stakeholder priorities into measurable tasks, acceptance criteria, and delivery controls.

• Prior experience supporting the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), or federal health programs is highly desirable.

• Experience in federal enterprise IT modernization, Atlassian implementation, or cloud-migration is advantageous.

• Familiarity with supporting portfolio governance and scaled Agile reporting.

• Use of delivery metrics to identify trends, diagnose flow or predictability issues, and coach teams towards measurable improvements is essential.

• Preferred qualifications include Certified ScrumMaster (CSM) or Professional Scrum Master (PSM) certification, Atlassian certifications, experience with Jira Align, and a master’s degree.
