Senior Project Manager – Change Management Lead

This is a fully remote position, open to applicants in New Mexico.

📋 Description

• Take ownership of and manage the program change control process from intake through impact analysis, approval routing, and finalization.

• Evaluate and document the cost, schedule, scope, quality, and contractual impacts of proposed modifications.

• Keep the program change register updated and ensure it aligns with the baseline schedule, budget, and deliverables register.

• Create and present change packages to the Change Control Board.

• Revise program baselines, deliverables documentation, and reporting for approved modifications.

• Identify and process changes that involve contractual modifications, including task order amendments, engineering change proposals, and requests for equitable adjustments.

• Collaborate with Contracts on the cost and schedule implications for changes to definitized task order scope, pricing, or resources.

• Differentiate between directed changes and constructive changes, and escalate potential constructive changes as necessary.

• Maintain a traceable record from change requests to contractual outcomes.

• Integrate change management with program risk management and correlate the risk and change registers.

• Raise any emerging risk concentrations and change trends to the PMO Director.

• Develop and manage the transition readiness framework, which includes readiness criteria, go/no-go decision points, operational acceptance conditions, and rollback strategies.

• Verify readiness prior to transitions and communicate the readiness status to delivery directors and the client.

• Assess operational impacts on facility personnel and ensure risk mitigation is included in planning.

• Oversee post-transition stabilization efforts and document lessons learned.

• Lead stakeholder analysis, impact assessment, and adoption planning for affected user groups.

• Guide the creation of training materials, job aids, and support documentation.

• Identify resistance, report on adoption status, and establish and track adoption and proficiency metrics.

• Adhere to program guidelines for engagement with FAA labor unions.

• Act as the program authority on change management methodology across various needs packages and site locations.

• Contribute change and transition status updates for executive reporting, including trend analysis and future risk exposure.

• Mentor and provide functional guidance to team members.

• Ensure documentation aligns with the Deliverables Quality Control SOP, file coding structure, and document control environment (SharePoint transitioning to Kahua).

• Collaborate across client, prime integrator, document control, quality management, delivery directors, and end-user operational teams.


⛳️ Requirements

• U.S. citizenship is mandatory.

• Must be capable of obtaining and maintaining a U.S. Public Trust security clearance; employment is contingent upon successful completion of the Public Trust investigation.

• Bachelor's degree in business, engineering, information systems, or a related field, or equivalent demonstrated experience is required.

• A minimum of eight years of progressive experience in change management, transition management, or program controls, with at least three years in a lead or supervisory role.

• Formal change control experience on federal or government contracts is necessary.

• Direct responsibility for assessing cost, schedule, scope, and contractual change impacts is required.

• Experience with task order or delivery order structures is a must.

• Proven experience in owning readiness criteria and gating for the transition of a system or major process into live operational use is essential.

• Working knowledge of program risk management and the integration of risk with change management is important.

• Ability to lead through influence across client, partner, and internal delivery organizations is required.

• Strong written and verbal communication skills, with the ability to present change recommendations to executive stakeholders, are necessary.

• Proficiency in SharePoint-based document environments and program reporting tools is required.

• Ability to obtain and maintain necessary government screening and site badging is necessary.

• Preferred: Experience in aviation, air traffic systems, airport authorities, or federally funded capital programs.

• Preferred: Familiarity with FAR-based change and modification practices, engineering change proposals, and requests for equitable adjustments.

• Preferred: PMP, PgMP, or equivalent program management certification.

• Preferred: CCMP, Prosci, CMS, or equivalent change management certification.

• Preferred: Experience with formal quality management systems and documented deliverable review workflows.

• Preferred: Experience in multi-site programs with distributed operational stakeholders.

• Preferred: Familiarity with Kahua, Primavera P6, or comparable program management information systems.
