Senior Project Manager

This is a fully remote position, open to applicants in Oregon.

📋 Description

• Develop and oversee the execution of detailed or high-risk project plans, budgets, schedules, and controls from the initiation phase to project completion.

• Direct the decision-making process for OHA/ODHS concerning detailed requirements, design, testing, training, and startup operations.

• Spearhead development and implementation initiatives that align with the long-term objectives of the customer agency.

• Manage extensive, intricate, multi-million-dollar projects that include COTS implementations, custom software solutions, and organizational transformations.

• Oversee cross-functional teams, internal matrix resources, and external contractors.

• Identify and mitigate project risks through effective contingency plans and communication strategies.

• Control project expenditures and ensure that client success criteria and expectations are fulfilled.

• Collaborate with OHA teams to contribute to impactful efforts aimed at advancing health equity in Oregon.

⛳️ Requirements

• Seven years of professional experience related to the class concept; OR six years of professional experience related to the class concept along with an Oregon Project Management Associate Certification; OR four years of professional experience related to the class concept and a bachelor’s degree in business administration, management, public administration, or a closely related field; OR two years of professional experience and Project Management Professional Certification awarded by the Project Management Institute.

• Capability to manage large, complex, multi-million-dollar projects that involve COTS, custom software solutions, and organizational transformations.

• Experience applying project management knowledge in ambiguous and unique situations while managing cross-functional teams, internal matrix resources, and external contractors.

• A minimum of five years of PM experience within the last seven years utilizing project management best practices and standard methodologies such as PMI (PMBOK) or PRINCE2.

• Experience navigating complex organizations with sometimes loosely defined structures and boundaries.

• Ability to identify and anticipate emerging project risks and business priorities, addressing them through risk mitigation, contingency plans, and effective communication strategies.

• Proven management experience in risk mitigation and project stewardship, controlling project costs, and achieving client success criteria and expectations.

• Exceptional communication and interpersonal skills.
