Senior Program Manager, IO&T

📋 Description

• Take full responsibility for the comprehensive execution of assigned installation, outfitting, and transition programs, ensuring adherence to scope, schedule, deliverables, quality, and client satisfaction.

• Confirm IO&T equipment and outfitting requirements in alignment with federal standards and client program documentation.

• Oversee transition, activation, and turnover planning for federal healthcare and mission facilities.

• Act as the senior programmatic liaison to Contracting Officers, CORs, program offices, and installation stakeholders.

• Monitor and report on program status, risk, funding execution, and performance metrics to leadership and clients.

• Address issues with suggested courses of action.

• Develop and enhance repeatable program processes, templates, and reporting mechanisms.

• Anticipate staffing needs, outline position requirements and labor categories, and manage staffing in accordance with contract requirements.

• Collaborate with Talent Acquisition and Contracts to recruit, onboard, and mobilize staff and subcontractors.

• Oversee, mentor, and develop project managers, specialists, and analysts.

• Manage utilization, workload distribution, and performance of the assigned team.

• Identify, qualify, and cultivate opportunities within the Defense Health Agency and federal health sector.

• Lead capture planning efforts, which include customer call plans, competitive analysis, solutions and staffing strategies, and teaming approaches.

• Write and coordinate technical, management, and staffing proposal volumes.

• Assist in developing client relationships, participating in industry days, responding to sources-sought notices, and gathering market intelligence.


⛳️ Requirements

• Bachelor's degree in a technical, healthcare, business, or related field, or a suitable combination of education and experience.

• At least ten (10) years of progressive experience in program or project management supporting federal or healthcare facilities, or installation/outfitting programs.

• Proven experience in IO&T, including requirements validation, equipment planning, activation, and facility transition.

• Experience in supporting clients such as the Defense Health Agency, Army MEDCOM, USACE, VA, or similar federal healthcare/facilities clients.

• Experience managing or overseeing large-scale programs or portfolios, including funding execution and performance reporting.

• Demonstrated proficiency in supervising, mentoring, and developing project management staff.

• Experience in federal capture and proposal development.

• Excellent written and verbal communication skills, including the ability to brief executives and clients effectively.

• Proficient in Microsoft 365; capable of working with program data, dashboards, and reporting tools.

• Must be authorized to work in the United States and able to pass a federal background investigation.

• Must possess or be able to obtain and maintain a Real ID or Passport for commercial airfare travel.

• Must have or be able to acquire and retain a valid driver's license.

• Experience with MEDCASE / MEDLOG, DMLSS, GFEBS, or similar federal equipment and funding systems is preferred.

• Familiarity with DD Form 1391, DA Form 4283, and federal military construction / SRM programming documentation is preferred.

• Working knowledge of EM 385-1-1 and healthcare facility standards is preferred.

• PMP, Certified Scrum Master, or equivalent program management certification is preferred.

• Experience in building or administering Power BI or similar reporting tools for facility data is preferred.

• Experience working in a small business, 8(a), or tribally owned federal contracting environment is preferred.

• Must be able to navigate construction and healthcare facility environments and adhere to site safety requirements, including the use of necessary personal protective equipment.

• Must have a wired broadband internet connection with at least 100 Mbps download and 20 Mbps upload speeds for remote work; some roles may require higher speeds.
