
Senior Principal Consultant – HCM Change Management, Training

This is a fully remote position, open to applicants in Virginia.
• Formulate and implement organizational change management strategies for each transition phase within the agency.
• Perform stakeholder analysis and develop engagement plans across agency HR offices, CIO organizations, employee unions, and end-user communities.
• Create and execute multi-channel communication campaigns, which include executive briefings, town halls, newsletters, intranet content, and FAQs.
• Design and produce role-specific training curricula and materials for Oracle Fusion Cloud HCM.
• Carry out organizational readiness evaluations and propose targeted interventions.
• Develop and monitor user adoption metrics, such as system usage, help desk inquiries, training completion rates, and user satisfaction levels.
• Collaborate with functional consultants and subject matter experts to ensure training content aligns with Oracle Fusion Cloud HCM configurations and federal HR policies.
• Produce comparison guides, assess the impact of process changes, and document workflows for transitioning from legacy systems.
• Organize and lead agency change champion networks.
• Offer post-go-live support, including reinforcement communications, refresher training, and documentation of lessons learned.
• Engage in SAFe Agile ceremonies and synchronize change management initiatives with Program Increment timelines.
• Provide thought leadership and strategic guidance within the field.
• Supervise professional staff, foster innovation, shape cross-functional strategies, and cultivate talent.
• Bachelor’s degree and 10 years of relevant experience; additional experience may substitute for the degree.
• Over 10 years of professional experience in organizational change management, training development, or stakeholder engagement for enterprise IT projects.
• At least 8 years of direct experience implementing structured OCM methodologies such as Prosci ADKAR, Kotter's 8-Step, or Bridges' Transition Model in enterprise system deployment scenarios.
• Proven experience in developing and delivering role-based training programs for enterprise software solutions, including instructor-led, virtual, and e-learning formats.
• Capacity to create and implement multi-channel communication strategies for extensive and diverse stakeholder groups.
• Expertise in conducting readiness assessments, stakeholder workshops, and change impact evaluations.
• Background in supporting federal government IT modernization or transformation initiatives.
• Exceptional written and verbal communication skills.
• Must be eligible to obtain and maintain a Public Trust clearance.
• U.S. Citizenship is required.
• Preferred: More than 11 years of organizational change management experience in federal government or large-scale enterprise HR transformation projects.
• Preferred: Prosci Certified Change Practitioner certification.
• Preferred: Experience with Oracle Fusion Cloud HCM, PeopleSoft HCM, or similar enterprise HR platform implementations.
• Preferred: Knowledge of federal HR processes and regulations.
• Preferred: Familiarity with learning management systems and e-learning authoring tools such as Articulate, Captivate, or Oracle Learning Cloud.
• Preferred: Understanding of Section 508 accessibility standards.
• Preferred: SAFe Agilist or ICAgile Certified Professional in Agile Coaching certification.
• Preferred: Knowledge of Oracle Cloud platform architecture, including Oracle Fusion Cloud HCM, Oracle Integration Cloud, and Oracle Cloud Infrastructure.
