Senior Principal Consultant – HCM Change Management, Training

This is a fully remote position, open to applicants in United States.

📋 Description

• Spearhead organizational change management and user adoption initiatives for a substantial federal HCM modernization project.

• Create and implement agency-specific change strategies, stakeholder engagement plans, communication campaigns, training programs, and readiness assessments.

• Conduct analysis and planning for stakeholder engagement across agency HR offices, CIO organizations, employee unions, and end-user communities.

• Design and execute multi-channel communication campaigns, which include executive briefings, town halls, newsletters, intranet content, and FAQs.

• Develop Oracle Fusion Cloud HCM training curricula and materials tailored for HR practitioners, managers, employees, and system administrators.

• Perform organizational readiness assessments and suggest targeted interventions to minimize adoption risks.

• Design and monitor user adoption metrics such as system utilization, help desk tickets, training completion rates, and user satisfaction levels.

• Collaborate with functional consultants and subject matter experts to ensure training content aligns with system configurations, agency workflows, and federal HR policies.

• Create legacy-system comparison guides, process change impact assessments, and workflow documentation.

• Organize and facilitate agency change champion networks.

• Offer post-go-live support, which includes reinforcement communications, refresher training, and capturing lessons learned.

• Take part in SAFe Agile ceremonies and synchronize change management activities with Program Increment timelines.

• Provide thought leadership, strategic direction, standards, and best practices throughout the program.

• Guide professional staff, foster innovation, shape cross-functional strategies, and nurture talent.

⛳️ Requirements

• Bachelor's degree and 10 years of pertinent experience; additional experience may replace the degree requirement.

• Over 10 years of professional experience in organizational change management, training development, or stakeholder engagement for enterprise IT projects.

• More than 8 years of practical experience employing structured OCM methodologies such as Prosci ADKAR, Kotter's 8-Step, or Bridges' Transition Model in enterprise system implementations.

• Proficient in developing and delivering role-based training programs for enterprise software platforms, including instructor-led, virtual, and e-learning formats.

• Skilled in creating and executing multi-channel communication strategies for large and diverse stakeholder audiences.

• Strong facilitation abilities with experience in conducting readiness assessments, stakeholder workshops, and change impact analyses.

• Background in supporting federal government IT modernization or transformation projects.

• Excellent written and verbal communication skills.

• Must be able to obtain and maintain a Public Trust clearance.

• US Citizenship is required.

• Desired: Over 11 years of organizational change management experience in federal government or large-scale enterprise HR transformation initiatives.

• Prosci Certified Change Practitioner certification is preferred.

• Experience in supporting Oracle Fusion Cloud HCM, PeopleSoft HCM, or similar enterprise HR platform deployments in an OCM role is desired.

• Familiarity with federal HR processes and regulations is preferred.

• Experience with learning management systems and e-learning authoring tools such as Articulate, Captivate, or Oracle Learning Cloud is a plus.

• Knowledge of Section 508 accessibility requirements is advantageous.

• SAFe Agilist or ICAgile Certified Professional in Agile Coaching certification is preferred.

• Understanding of Oracle Cloud platform architecture, including Oracle Fusion Cloud HCM, Oracle Integration Cloud, and Oracle Cloud Infrastructure is beneficial.
