This is a fully remote position, open to applicants in Virginia.
• Evaluate RFPs/RFQs, contract requirements, special provisions, terms and conditions, and representations and certifications to ensure compliance with proposals.
• Create comprehensive pricing proposals that align with the firm's pricing strategies.
• Construct cost proposal schedules, cost models, and cost narratives utilizing estimating techniques such as historical data and statistical methods.
• Implement estimating techniques and pricing strategies for Time and Material, Cost Reimbursable, and Fixed Price government contract vehicles.
• Review staffing solutions and/or prepare Basis of Estimate (BOE) to ensure accuracy and compliance.
• Oversee the distribution of pricing data requests to subcontractors and respond to pricing inquiries from prime contractors.
• Evaluate the operational viability and integrity of cost assumptions and enhance those assumptions when necessary.
• Compile proposal cost volumes, pricing schedules, and descriptions of estimating methodologies.
• Direct the analysis of subcontractor proposals to assess their reasonableness.
• Collaborate with proposal pursuit teams and spearhead discussions on pricing strategies.
• Formulate and execute pricing strategy techniques and processes for developing profitable, competitive proposals.
• Manage financial data related to budgeting, forecasting, pricing, planning, and cost control for government contracts.
• Proven track record in developing cost proposals for all types of U.S. government contracts.
• Knowledge and application of key attributes analysis for RFPs/RFQs and understanding how terms, conditions, requirements, evaluation methods, and factors influence pricing strategies.
• Familiarity with government customer proposal requirements.
• Strong customer orientation combined with a professional demeanor.
• Excellent interpersonal skills.
• Strong organizational and coordination abilities.
• Exceptional quantitative analysis skills.
• Bachelor's Degree; four additional years of relevant professional experience may substitute for the degree.
• At least 5 years of relevant experience.
• Highly skilled in Microsoft Excel, including advanced functionalities such as macros and IF statements.
• Knowledgeable in Microsoft Word and other Microsoft applications.
• Capable of delivering complex information in concise and comprehensive presentations.
• Experience in developing and executing pricing strategy techniques and procedures.
• Background in government contract budgeting, forecasting, pricing, planning, and cost control.
• Experience in preparing proposal cost volumes and pricing schedules.
• Proficient in analyzing subcontractor proposals for reasonableness in accordance with FAR Subpart 15.4 and company policies.
• Excellent verbal and written communication skills.
• Detail-oriented with the ability to multitask and prioritize in a fast-paced, deadline-oriented environment.
• Willingness to travel up to 10%.
