Senior Practice/Tech Manager – HCM Agency Deployment & Transition

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Oversee the comprehensive deployment planning and execution for agency transitions to Oracle Fusion Cloud HCM.

• Perform agency readiness evaluations prior to approving go-live decisions.

• Create detailed cutover strategies, go/no-go criteria, rollback protocols, and communication plans.

• Facilitate parallel operations between legacy systems and Oracle Fusion HCM environments.

• Coordinate cross-functional deployment efforts among data migration, integration, security, training, organizational change management, and functional configuration teams.

• Manage hypercare support following the agency's go-live.

• Lead knowledge transfer sessions for HR teams within the agency.

• Develop and maintain the agency's deployment playbook.

• Collaborate with government program leaders and agency stakeholders regarding deployment waves, sequencing, and dependencies.

• Monitor and report on deployment metrics such as milestones, defect rates, data quality, adoption, and operational stability.

• Oversee the scope, schedule, deliverables, contract compliance, and performance standards for agency transitions.

• Manage a mid-size program sub-function or large project effectively.

• Establish and execute tactical and operational plans aligned with mid-to-long-term strategies.

• Lead multiple teams, including managers and supervisors.

• Drive workforce planning and staffing strategies.

• Coordinate proposal activities and influence stakeholders beyond the immediate project.

⛳️ Requirements

• Bachelor's degree along with 12 years of relevant experience; additional experience may be considered in lieu of a degree.

• At least 12 years of experience in IT project management or deployment management for enterprise system implementations.

• Over 8 years of experience leading ERP or HCM system deployments for federal government agencies, including experience with multi-site or multi-agency rollouts.

• Proven experience managing full deployment lifecycles that include readiness assessments, cutover planning, go-live execution, parallel operations, and hypercare support.

• Experience managing deployment programs with multiple concurrent agency or site migrations necessitating cross-functional team coordination.

• Strong stakeholder management capabilities with experience briefing senior government leadership (GS-15/SES equivalent).

• Familiarity with federal HR systems and operations.

• Proficient in Microsoft Project, Jira, and Smartsheet.

• Knowledgeable in Agile/SAFe delivery frameworks.

• Must be eligible to obtain and retain a Public Trust clearance.

• US Citizenship is required.

• Project Management Professional (PMP) certification is preferred.

• Over 13 years of experience managing large-scale IT system deployments across federal agencies is preferred.

• SAFe certifications are preferred.

• Direct experience with federal HR system migrations is preferred.

• Familiarity with ITIL service transition practices and organizational change management frameworks (Prosci/ADKAR) is preferred.

• Knowledge of best practices for Oracle Fusion Cloud HCM deployment is preferred.

• Understanding of Oracle Fusion Cloud HCM, Oracle Integration Cloud (OIC), and Oracle Cloud Infrastructure (OCI) is preferred.
