Senior Licensing Engineer – Energy

This is a fully remote position, open to applicants in Tennessee.

📋 Description

• Oversee the creation and integration of 10 CFR Part 70 license applications for fuel cycle facilities.

• Establish the regulatory strategy for the assigned scope and take ownership of application integration and quality.

• Provide technical guidance to licensing engineers, subcontractors, clients, and other contractors.

• Evaluate application content for regulatory sufficiency and alignment with interfaces.

• Manage the licensing commitments framework and ensure traceability and control of all commitments.

• Assess when bounding assumptions are suitable and when they need to be finalized.

• Prepare and advocate for position papers in situations where the regulatory framework does not explicitly apply.

• Lead interactions with the NRC, including pre-application discussions, audits, and responses to requests for additional information.

• Mentor licensing engineers and review their work prior to issuance.

• Ensure the technical quality and timely completion of the assigned licensing scope.

• Assist in scoping, estimating, and proposal development for fuel cycle licensing initiatives.

• Perform additional duties as assigned.

⛳️ Requirements

• Bachelor's degree in Nuclear Engineering, Chemical Engineering, Mechanical Engineering, Health Physics, or a related engineering or technical field.

• 7 years of pertinent experience in the nuclear industry, with substantial involvement in licensing and regulatory affairs.

• Proven experience leading the technical and regulatory direction of a license application section or package, including contributions from others.

• Experience interacting directly with the NRC or another regulatory authority, including pre-application engagement or addressing requests for additional information.

• Familiarity with collaborating with designers and engineers to develop safety analysis or licensing basis documentation.

• In-depth knowledge of 10 CFR and associated NRC regulatory and industry guidelines.

• Understanding of the licensing framework for facilities that possess and utilize special nuclear material, including 10 CFR Part 70 and 10 CFR Part 74.

• Capability to structure a license application according to NRC acceptance criteria, including NUREG-1520.

• Ability to make and justify decisions regarding bounding assumptions.

• Competence in directing and integrating licensing content developed by multiple organizations.

• Ability to provide technical oversight, review, and mentorship to less experienced licensing personnel.

• Exceptional technical writing and communication skills.

• Must be a U.S. citizen and eligible to work under 10 CFR Part 810 without specific authorization.

• U.S. citizenship is a prerequisite for consideration.
