This is a fully remote position, open to applicants in Canada.
• Oversee the comprehensive development of competency-based curriculum frameworks for technical and professional education initiatives.
• Convert skills and competencies into curriculum structures, which include prerequisites, progression paths, proficiency standards, and learning outcomes.
• Implement principles of adult learning, competency-based education, backward design, and constructive alignment.
• Establish learning outcomes, evidence of learning, assessment methods, and proficiency indicators.
• Map courses, modules, and educational resources to determine coverage, redundancy, and gaps.
• Create learner pathways extending from basic knowledge to advanced or specialized capabilities.
• Develop and uphold organized skills, competency, and training taxonomies.
• Extract, standardize, and arrange skills, capabilities, topics, competencies, prerequisites, outcomes, and proficiency levels.
• Create controlled vocabularies, synonyms, definitions, classification rules, and inter-domain relationships.
• Support metadata structures, mapping guidelines, and machine-readable outputs for digital platforms and learning systems.
• Ensure source traceability, decision documentation, version control, and governance records are maintained.
• Lead discovery efforts across training materials, course inventories, competency frameworks, standards, policies, and documentation.
• Organize and facilitate interviews, workshops, working sessions, and validation activities with stakeholders.
• Integrate qualitative and documentary evidence into findings, recommendations, and decision points.
• Resolve conflicts regarding terminology and technical or pedagogical viewpoints.
• Include learner perspectives to assess clarity, usability, prerequisites, and progression paths.
• Connect research and program design by interpreting labor market intelligence, skills evidence, and research into learning and workforce development solutions.
• Collaborate with researchers, data scientists, program designers, facilitators, evaluators, and technology experts.
• Contribute expertise in learning design to program concepts, proposals, pilots, and capacity-building efforts.
• Offer internal guidance and quality assurance regarding learning architecture, curriculum coherence, assessment, and learner experience.
• Manage assigned workstreams from planning through delivery, ensuring adherence to scope, timelines, milestones, and quality standards.
• Maintain work plans, decision logs, consultation records, version histories, and project documentation.
• Report progress, risks, dependencies, and decisions to project leadership and external clients or funders.
• Prepare and deliver frameworks, recommendations, and findings to both technical and non-technical audiences.
• Establish methodological standards and quality assurance protocols.
• Aid in the governance and upkeep of taxonomies, competency frameworks, and curriculum structures.
• Identify enhancements to learning design methods, tools, templates, and cross-functional collaboration approaches.
• Contribute to related ICTC initiatives as priorities evolve.
• A graduate degree in Education, Curriculum Studies, Instructional Design, Learning Sciences, Educational Technology, Adult Education, or a related field, along with demonstrated knowledge of contemporary pedagogy; a combination of education and relevant professional experience may be considered equivalent.
• 7+ years of progressively responsible experience in educational research, learning design, curriculum development, competency-based education, instructional design, workforce development, digital pedagogy, or a related area.
• Proven experience in developing curriculum frameworks, competency models, learning outcomes, proficiency models, learner pathways, or similar learning architectures.
• Familiarity with skills taxonomies, competency taxonomies, ontologies, controlled vocabularies, or structured classification frameworks.
• Demonstrated experience in conducting discovery and synthesizing complex source materials into structured, actionable frameworks.
• Experience in facilitating consultations and validation sessions with subject matter experts, translating expert insights into actionable recommendations and deliverables.
• Ability to map courses or learning resources against competency or curriculum frameworks, identifying gaps, overlaps, and redundancies.
• Proven track record of leading complex projects with defined client or funder deliverables, milestones, and timelines.
• Strong understanding of adult learning and competency-based learning principles.
• Excellent systems thinking and information architecture capabilities.
• Proficient in qualitative research, facilitation, interviewing, and stakeholder engagement.
• Strong project management and organizational skills.
• High level of digital and technical literacy.
• Exceptional writing and communication abilities.
• Capability to work effectively in a matrixed, cross-functional environment.
• High integrity, sound judgment, meticulous attention to detail, and a commitment to inclusive and accessible learning design.
• Bilingualism (English/French) is a significant asset.
• Willingness to travel occasionally within Canada.
