Senior IT Portfolio Manager – Clearance Required

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Oversee and manage an enterprise IT portfolio comprising approximately 100 or more systems, applications, and technology investments.

• Lead the creation, coordination, quality review, and annual updates of Organization Execution Plans (OEPs).

• Establish consistent OEP processes, templates, schedules, data requirements, and governance protocols.

• Collaborate with system owners, program stakeholders, resource managers, and functional leaders to confirm requirements, priorities, funding needs, lifecycle plans, and execution strategies.

• Formulate and implement IT portfolio rationalization strategies, recommending systems to retain, modernize, consolidate, migrate, replace, or retire.

• Align rationalization outcomes with budgetary and programming formulation while supporting Planning, Programming, Budgeting, and Execution activities.

• Analyze portfolio data to uncover redundancies, funding gaps, lifecycle risks, technical debt, and efficiency opportunities.

• Create decision memoranda, decision papers, executive summaries, briefings, dashboards, and leadership documentation.

• Ensure adherence to federal, Department of Defense, Army, cybersecurity, acquisition, financial management, and IT governance requirements.

• Assist portfolio governance boards, working groups, budget reviews, investment reviews, and senior-level decision forums.

• Gather, consolidate, validate, and analyze data from various systems and stakeholder organizations.

• Develop measures for portfolio performance and reporting mechanisms.

• Monitor decisions, actions, milestones, risks, and dependencies until completion.

• Convert complex technical, programmatic, financial, and policy information into actionable recommendations for senior Army leadership.

• Enhance portfolio management through data integration, automation, analytics, dashboards, and standardized workflows.

• Operate independently and collaboratively with cross-functional teams in strategic and consultant-oriented settings.

• Engage with government leaders and both technical and non-technical stakeholders to influence investment and resource decisions.

⛳️ Requirements

• Bachelor’s degree in Information Technology, Information Systems, Computer Science, Systems Engineering, Business, Public Administration, Finance, Operations Research, or a related field, or equivalent work experience.

• Over 10 years of professional experience in IT portfolio management, IT investment management, program management, strategic planning, enterprise technology management, or a related field within the Department of Defense or another complex federal organization.

• Experience in managing or supporting a significant enterprise portfolio of IT systems, applications, or technology investments.

• Experience in conducting IT portfolio rationalization, application rationalization, investment analysis, capability assessments, or similar enterprise portfolio evaluations.

• Experience in developing organizational, program, investment, execution, or resource plans that support budget formulation, certification, or programming activities.

• Familiarity with Department of Defense or Army Planning, Programming, Budgeting, and Execution processes.

• Experience in assessing IT investments for mission alignment, cost, risk, lifecycle status, performance, duplication, and modernization opportunities.

• Experience in interpreting and applying federal, Department of Defense, or Army policies and guidelines related to IT governance, investment management, acquisition, cybersecurity, financial management, or system lifecycle management.

• Experience in creating executive-level decision memoranda, briefings, issue papers, investment recommendations, and portfolio assessments.

• Strong analytical abilities in integrating technical, financial, operational, and programmatic information.

• Capability to work directly with senior government leaders and coordinate across multiple organizations and stakeholder groups.

• Excellent written and verbal communication skills.

• Highly organized, detail-oriented, responsive, and adept at managing multiple concurrent priorities.

• Proficient in Microsoft Excel, PowerPoint, Word, Teams, and collaboration/reporting tools.

• Active Secret Clearance is required.

• Applicants must meet eligibility requirements for a U.S. Government security clearance.

• Only U.S. Citizens are eligible for a security clearance.

• Preferred qualifications include Army headquarters experience, OEP experience, portfolio governance, business cases, enterprise architecture, cybersecurity, cloud modernization, Power BI or similar tools, relevant certifications, and a master's degree.
