Senior HSEQQ Manager – EPC/EPCM Projects

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Lead the development of a comprehensive HSEQ strategy across all EPC/EPCM projects.

• Act as the main HSEQ advisor for Project Directors and leadership teams in EPC/EPCM.

• Promote the implementation of Ramboll’s HSEQ program and convert expectations into project-specific behaviors, controls, and leadership routines.

• Provide HSEQ guidance throughout proposals and contract negotiations.

• Create HSEQ organizational structures, defining roles, responsibilities, interfaces, and governance models.

• Develop standardized HSEQ execution plans covering engineering, procurement, construction, commissioning, and turnover phases.

• Set expectations for construction readiness regarding contractor mobilization, competency assurance, risk assessment, and field execution controls.

• Ensure alignment of HSEQ expectations among contractors, subcontractors, vendors, and third-party stakeholders.

• Oversee contractor onboarding, alignment sessions, audits, and regular performance reviews.

• Integrate HSEQ requirements into contracting strategies, procurement packages, bid documents, mobilization plans, and contractor management processes.

• Provide governance and assurance over hazard identification, construction risk evaluations, high-risk work reviews, and site controls.

• Review and challenge safety controls for lifting, electrical tasks, confined space entries, work at height, ground disturbances, energization, commissioning, and simultaneous operations.

• Offer oversight and escalation support for incidents with high potential or severity.

• Conduct site visits, leadership engagements, and assurance reviews.

• Mentor project and contractor leadership teams to enhance safety leadership and proactive indicators.

• Foster communication, psychological safety, learning, and a culture of continuous improvement.

• Ensure adherence to health, safety, and environmental regulations, client requirements, and Ramboll HSEQ standards.

• Represent Ramboll during client audits, regulatory inspections, and governance meetings related to EPC/EPCM.

• Establish HSEQ performance reporting utilizing both leading and lagging indicators.

• Convert performance data into actionable insights and recommendations for stakeholders.


⛳️ Requirements

• Bachelor's degree in Occupational Health & Safety, Engineering, or a related field.

• Over 10 years of progressive on-site HSEQ leadership experience with significant exposure to large-scale EPC/EPCM projects.

• Strong background in supporting multi-contractor, high-risk industrial construction environments.

• Proven capability to influence without direct authority.

• Demonstrated experience in construction management delivery models where HSEQ performance is achieved through contractor execution and effective client/contractor interface management.

• Practical knowledge of construction-phase HSEQ controls, contractor management, incident investigation, assurance, and regulatory compliance.

• Willingness to travel frequently to project sites.

• Excellent communication, facilitation, and stakeholder management skills.

• Preferred professional certifications include CSP, CMIOSH, NEBOSH, CRSP, or equivalent.

• Experience in energy transition, power, renewables, industrial decarbonization, chemicals, manufacturing, mining, or major infrastructure projects is preferred.

• Familiarity with supporting owner’s EPC/EPCM models across multiple concurrent projects is preferred.

• International or remote project experience is preferred.

• Applicants must currently be authorized to work in the United States on a full-time basis.
