
Senior HSEQQ Manager – EPC/EPCM Projects

This is a fully remote position, open to applicants in Virginia.
• Spearhead portfolio-wide HSEQ strategy, standards, processes, and the execution of projects specific to EPC/EPCM.
• Provide counsel to Project Directors and the leadership teams of EPC/EPCM.
• Promote the integration of Ramboll’s HSEQ program and convert expectations into project-level controls and routines.
• Offer HSEQ guidance throughout the proposal and contract negotiation phases.
• Define the organizational structures, roles, responsibilities, interfaces, and governance models for HSEQ.
• Create standardized HSEQ execution plans covering engineering, procurement, construction, commissioning, and handover.
• Set expectations for construction readiness that encompass contractor mobilization, competency assurance, risk review, and field controls.
• Ensure alignment of HSEQ expectations among contractors, subcontractors, vendors, and third parties.
• Oversee contractor onboarding, alignment sessions, audits, and performance evaluations.
• Integrate HSEQ requirements into contracting strategies, procurement packages, bid documents, mobilization plans, and contractor management processes.
• Provide governance and assurance regarding hazard identification, construction risk assessments, high-risk work reviews, and site controls.
• Evaluate controls for high-risk activities such as lifting, electrical work, confined space entry, work at height, ground disturbance, energization, commissioning, and simultaneous operations.
• Assist in incident investigations, escalation processes, and the implementation of lessons learned.
• Conduct site visits, leadership engagements, and assurance reviews.
• Foster a safety culture that emphasizes accountability, proactive safety behaviors, psychological safety, learning, and continuous improvement.
• Supervise compliance with regulatory requirements, client expectations, and Ramboll's HSEQ standards.
• Represent Ramboll during client audits, regulatory inspections, and governance meetings.
• Develop HSEQ performance reporting using both leading and lagging indicators.
• Convert performance data into actionable insights, recommendations, and actions for stakeholders.
• A Bachelor’s degree in Occupational Health & Safety, Engineering, or a related discipline.
• Over 10 years of progressive leadership experience in on-site HSEQ roles.
• Significant exposure to large-scale EPC/EPCM projects.
• Experience working in multi-contractor, high-risk industrial construction environments.
• Capability to influence others without direct authority.
• Familiarity with construction management delivery models, contractor execution, and client/contractor interface management.
• Solid understanding of construction-phase HSEQ controls, contractor management, incident investigation, assurance, and regulatory compliance.
• Willingness to travel frequently to project sites.
• Excellent communication, facilitation, and stakeholder management abilities.
• Applicants must be currently authorized to work in the United States on a full-time basis.
• No sponsorship will be provided.
• Preferred: CSP, CMIOSH, NEBOSH, CRSP, or equivalent certification.
• Preferred: experience in energy transition, power, renewables, industrial decarbonization, chemicals, manufacturing, mining, or major infrastructure projects.
• Preferred: experience supporting owner’s EPC/EPCM models across multiple concurrent projects.
• Preferred: international or remote project experience.
