Senior HSEQQ Manager – EPC/EPCM Projects

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Lead the development of a comprehensive HSEQ strategy across EPC/EPCM projects.

• Act as the primary HSEQ advisor for Project Directors and leadership teams in EPC/EPCM.

• Promote the integration of Ramboll’s HSEQ program and convert expectations into project-specific controls and leadership routines.

• Offer HSEQ guidance during proposals and contract negotiations.

• Create organizational structures, roles, responsibilities, interfaces, and governance models for HSEQ.

• Develop standardized HSEQ execution plans across engineering, procurement, construction, commissioning, and turnover phases.

• Set expectations for construction readiness, including contractor mobilization, competency assurance, risk review, and field execution controls.

• Align HSEQ expectations with contractors, subcontractors, vendors, and third-party stakeholders.

• Lead contractor onboarding, alignment workshops, audits, and performance evaluations.

• Integrate HSEQ requirements into contracting strategies, procurement packages, bid documents, mobilization plans, and contractor management processes.

• Provide governance and assurance for hazard identification, construction risk assessments, high-risk work reviews, and site controls.

• Review controls for high-risk activities such as lifting, electrical work, confined space entry, work at height, ground disturbance, energization, commissioning, and simultaneous operations.

• Offer oversight and escalation support for high-potential or severe incidents.

• Conduct site visits, leadership engagements, and assurance reviews.

• Mentor project and contractor leadership teams to enhance safety leadership and leading indicators.

• Encourage open communication, psychological safety, learning, and continuous improvement.

• Ensure compliance with health, safety, and environmental regulations, client requirements, and Ramboll HSEQ standards.

• Represent Ramboll in client audits, regulatory inspections, and EPC/EPCM governance meetings.

• Establish HSEQ performance reporting using both leading and lagging indicators.

• Transform performance data into insights, actionable items, and recommendations for stakeholders.


⛳️ Requirements

• Bachelor’s degree in Occupational Health & Safety, Engineering, or a related field.

• Over 10 years of progressive on-site HSEQ leadership experience, with significant exposure to large-scale EPC/EPCM projects.

• Strong background in supporting multi-contractor, high-risk industrial construction environments.

• Ability to influence stakeholders without direct authority.

• Proven experience in supporting construction management delivery models where HSEQ performance is achieved through contractor execution and effective client/contractor interface management.

• Working knowledge of construction-phase HSEQ controls, contractor management, incident investigation, assurance, and regulatory compliance.

• Willingness to travel regularly to project locations.

• Excellent communication, facilitation, and stakeholder management skills.

• Candidates must currently be authorized to work in the United States on a full-time basis.

• Preferred: Professional certifications (CSP, CMIOSH, NEBOSH, CRSP, or equivalent).

• Preferred: Experience in energy transition, power, renewables, industrial decarbonization, chemicals, manufacturing, mining, or major infrastructure projects.

• Preferred: Experience in supporting owner’s EPC/EPCM models across multiple concurrent projects.

• Preferred: Experience in international or remote projects.
