
Senior HSEQQ Manager – EPC/EPCM Projects

This is a fully remote position, open to applicants in Virginia.
• Lead the development of a comprehensive HSEQ strategy across all EPC/EPCM projects.
• Act as the main HSEQ advisor for Project Directors and the leadership teams of EPC/EPCM.
• Promote the integration of Ramboll’s HSEQ program and translate expectations into actionable project-level behaviors, controls, and leadership routines.
• Offer HSEQ guidance during proposal submissions and contract discussions.
• Define clear HSEQ boundaries, roles, and interfaces among Ramboll, clients, contractors, subcontractors, and suppliers.
• Create scalable HSEQ organizational structures for the nationwide delivery of multiple projects.
• Develop standardized HSEQ execution plans covering engineering, procurement, construction, commissioning, and project turnover.
• Set expectations for construction readiness, including contractor mobilization, competency assurance, risk assessment, and field execution controls.
• Align HSEQ standards and performance requirements across contractors, subcontractors, vendors, and third-party stakeholders.
• Lead contractor onboarding, alignment sessions, audits, and regular performance evaluations.
• Integrate HSEQ requirements into contracting strategies, procurement packages, bid documents, mobilization plans, and contractor management processes.
• Provide governance and assurance for hazard identification, construction risk assessments, high-risk work reviews, and site controls.
• Review and critically assess controls for lifting, electrical work, confined space entry, work at height, ground disturbance, energization, commissioning, and simultaneous operations.
• Offer oversight and escalation support for high-potential or higher-severity incidents, embedding lessons learned in future practices.
• Conduct site visits, leadership engagement activities, and assurance reviews.
• Foster trust, accountability, proactive safety behaviors, psychological safety, learning, and continuous improvement.
• Ensure compliance with health, safety, and environmental regulations, client specifications, and Ramboll HSEQ standards.
• Represent Ramboll during client audits, regulatory inspections, and EPC/EPCM governance meetings.
• Establish consistent HSEQ performance reporting utilizing both leading and lagging indicators.
• Convert performance data into actionable insights, recommendations, and actions for project leadership, clients, contractors, and internal stakeholders.
• Bachelor’s degree in Occupational Health & Safety, Engineering, or a related field.
• Over 10 years of progressive on-site HSEQ leadership experience with significant exposure to large-scale EPC/EPCM projects.
• Strong background in supporting multi-contractor, high-risk industrial construction environments.
• Proven ability to influence stakeholders without direct authority.
• Demonstrated experience in supporting construction management delivery models where HSEQ performance is achieved through contractor execution and effective client/contractor interface management.
• Familiarity with construction-phase HSEQ controls, contractor management, incident investigation, assurance, and regulatory compliance.
• Willingness to travel frequently to project sites.
• Excellent communication, facilitation, and stakeholder management capabilities.
• Preferred: Professional certifications such as CSP, CMIOSH, NEBOSH, CRSP, or equivalent.
• Preferred: Experience in energy transition, power, renewables, industrial de-carbonization, chemicals, manufacturing, mining, or major infrastructure projects.
• Preferred: Experience in supporting owner’s EPC/EPCM models across multiple concurrent projects.
• Preferred: Experience in international or remote project settings.
• Must currently possess authorization to work in the United States on a full-time basis.
