Senior HSEQQ Manager – EPC/EPCM Projects

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Lead the development of a comprehensive HSEQ strategy across EPC/EPCM projects.

• Act as the primary HSEQ advisor for Project Directors and the leadership teams of EPC/EPCM.

• Foster the adoption of Ramboll’s HSEQ program, translating requirements into project-level controls and leadership routines.

• Provide HSEQ guidance during the proposal phase and contract negotiations.

• Create HSEQ organizational structures, define roles, responsibilities, interfaces, and governance models.

• Develop standardized HSEQ execution plans across engineering, procurement, construction, commissioning, and turnover phases.

• Set expectations for construction readiness, including contractor mobilization, competency assurance, risk assessment, and field execution controls.

• Align HSEQ standards and performance expectations across contractors, subcontractors, vendors, and third-party stakeholders.

• Lead contractor onboarding processes, alignment sessions, audits, and ongoing performance evaluations.

• Integrate HSEQ requirements into contracting strategies, procurement packages, bid documents, mobilization plans, and contractor management frameworks.

• Ensure governance and assurance over hazard identification, construction risk assessments, high-risk work evaluations, and site controls.

• Review controls related to lifting, electrical work, confined space entry, work at height, ground disturbance, energization, commissioning, and simultaneous operations.

• Provide oversight and support for high-potential or high-severity incidents.

• Conduct site visits, engage with leadership, and perform assurance reviews.

• Mentor project and contractor leadership teams to enhance safety leadership and leading indicators.

• Encourage open communication, psychological safety, learning, and a culture of continuous improvement.

• Ensure compliance with health, safety, and environmental regulations, client requirements, and Ramboll HSEQ standards.

• Represent Ramboll during client audits, regulatory inspections, and EPC/EPCM governance meetings.

• Establish consistent HSEQ performance reporting using both leading and lagging indicators.

• Convert performance data into actionable insights, recommendations, and actions for stakeholders.


⛳️ Requirements

• Bachelor’s degree in Occupational Health & Safety, Engineering, or a related field.

• Over 10 years of progressive on-site HSEQ leadership experience, particularly in large-scale EPC/EPCM projects.

• Strong background in multi-contractor, high-risk industrial construction settings.

• Ability to influence others without direct authority.

• Experience supporting construction management delivery models where HSEQ performance is achieved through contractor execution and effective client/contractor interface management.

• Working knowledge of HSEQ controls during the construction phase, contractor management, incident investigation, assurance, and regulatory compliance.

• Willingness to travel frequently to project sites.

• Excellent communication, facilitation, and stakeholder management skills.

• Applicants must be currently authorized to work in the United States on a full-time basis.

• Preferred: Professional certifications (CSP, CMIOSH, NEBOSH, CRSP, or equivalent).

• Preferred: Experience in energy transition, power, renewables, industrial decarbonization, chemicals, manufacturing, mining, or major infrastructure projects.

• Preferred: Experience supporting owner’s EPC/EPCM models across multiple concurrent projects.

• Preferred: Experience with international or remote projects.
