Senior HSEQQ Manager – EPC/EPCM Projects

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Lead the comprehensive HSEQ strategy, standards, scalable processes, and project-specific execution across EPC/EPCM projects.

• Act as the primary HSEQ advisor for Project Directors and leadership teams within EPC/EPCM.

• Promote the adoption of Ramboll’s HSEQ program and convert expectations into project-level controls and leadership routines.

• Offer HSEQ guidance during the proposal phase and contract negotiations.

• Define scalable HSEQ organizational structures, roles, responsibilities, interfaces, and governance models.

• Create standardized HSEQ execution plans across engineering, procurement, construction, commissioning, and turnover phases.

• Set expectations for construction readiness, including contractor mobilization, competency assurance, risk reviews, and field execution controls.

• Align HSEQ expectations among contractors, subcontractors, vendors, and third-party stakeholders.

• Lead contractor onboarding, alignment sessions, audits, and ongoing performance reviews.

• Integrate HSEQ requirements into contracting strategies, procurement packages, bid documents, mobilization plans, and contractor management processes.

• Provide governance and assurance over hazard identification, construction risk assessments, high-risk work reviews, and site controls.

• Review controls for lifting, electrical work, confined space entry, work at height, ground disturbance, energization, commissioning, and simultaneous operations.

• Offer oversight and escalation support for high-potential or higher-severity incidents and incorporate lessons learned.

• Conduct site visits, leadership engagements, and assurance evaluations.

• Foster trust, accountability, proactive safety behaviors, psychological safety, learning, and continuous improvement.

• Ensure compliance with health, safety, and environmental regulations, client requirements, and Ramboll HSEQ standards.

• Represent Ramboll during client audits, regulatory inspections, and EPC/EPCM governance meetings.

• Establish HSEQ performance reporting utilizing leading and lagging indicators.

• Translate performance data into actionable insights, recommendations, and actions for project leadership, clients, contractors, and internal stakeholders.


⛳️ Requirements

• Bachelor’s degree in Occupational Health & Safety, Engineering, or a related field.

• Over 10 years of progressive on-site HSEQ leadership experience with significant exposure to large-scale EPC/EPCM projects.

• Strong background in supporting multi-contractor, high-risk industrial construction environments.

• Demonstrated ability to influence without having direct authority.

• Proven experience in supporting construction management delivery models where HSEQ performance is achieved through contractor execution and strong client/contractor interface management.

• Working knowledge of construction-phase HSEQ controls, contractor management, incident investigation, assurance, and regulatory compliance.

• Willingness to travel regularly to project sites.

• Excellent communication, facilitation, and stakeholder management skills.

• Preferred: Professional certifications (CSP, CMIOSH, NEBOSH, CRSP, or equivalent).

• Preferred: Experience in energy transition, power, renewables, industrial decarbonization, chemicals, manufacturing, mining, or major infrastructure projects.

• Preferred: Experience in supporting owner’s EPC/EPCM models across multiple concurrent projects.

• Preferred: International or remote project experience.

• Must currently be authorized to work in the United States on a full-time basis.
