
Senior HSEQQ Manager – EPC/EPCM Projects

This is a fully remote position, open to applicants in Virginia.
• Oversee the development of a comprehensive HSEQ strategy across EPC/EPCM projects.
• Act as the main HSEQ consultant for Project Directors and leadership teams in EPC/EPCM.
• Promote the implementation of Ramboll’s HSEQ program, ensuring project-level controls and leadership routines are effectively translated.
• Provide HSEQ expertise during proposal submissions and contract discussions.
• Create organizational structures for HSEQ, defining roles, responsibilities, interfaces, and governance frameworks.
• Develop standardized HSEQ execution plans for engineering, procurement, construction, commissioning, and turnover phases.
• Establish expectations for construction readiness, including contractor mobilization, competency assurance, risk assessments, and on-site execution controls.
• Ensure alignment of HSEQ expectations among contractors, subcontractors, vendors, and other third-party stakeholders.
• Lead onboarding for contractors, facilitate alignment sessions, conduct audits, and manage performance reviews.
• Integrate HSEQ requirements into contracting strategies, procurement documents, bidding materials, mobilization plans, and contractor management processes.
• Oversee governance and assurance related to hazard identification, construction risk evaluations, reviews of high-risk work, and site control measures.
• Evaluate controls for high-risk operations such as lifting, electrical tasks, confined space entries, working at height, ground disturbances, energization, commissioning, and simultaneous operations.
• Offer oversight and escalation assistance for incidents with high potential or severity.
• Conduct site inspections, engage with leadership, and perform assurance reviews.
• Mentor project and contractor leadership teams to enhance safety leadership and focus on leading indicators.
• Foster communication, psychological safety, learning, and continuous improvement initiatives.
• Ensure compliance with health, safety, and environmental regulations, client requirements, and Ramboll's HSEQ standards.
• Represent Ramboll during client audits, regulatory inspections, and governance meetings.
• Develop HSEQ performance reports utilizing both leading and lagging indicators.
• Convert performance data into actionable insights and recommendations for stakeholders.
• Bachelor’s degree in Occupational Health & Safety, Engineering, or a related discipline.
• Over 10 years of progressive HSEQ leadership experience on-site, with significant exposure to large-scale EPC/EPCM projects.
• Robust experience in supporting multi-contractor, high-risk industrial construction settings.
• Proven ability to influence others without direct authority.
• Experience in supporting construction management delivery models where HSEQ performance is achieved through contractor execution and client/contractor interface management.
• Familiarity with construction-phase HSEQ controls, contractor management, incident investigations, assurance, and regulatory compliance.
• Willingness to travel frequently to project sites.
• Excellent communication, facilitation, and stakeholder management abilities.
• Preferred professional certifications include CSP, CMIOSH, NEBOSH, CRSP, or equivalent.
• Preferred experience in areas such as energy transition, power, renewables, industrial decarbonization, chemicals, manufacturing, mining, or large infrastructure projects.
• Preferred background in supporting owner’s EPC/EPCM models across multiple concurrent projects.
• Preferred experience in international or remote project settings.
• Must be currently authorized to work in the United States on a full-time basis.
