
Senior HSEQQ Manager – EPC/EPCM Projects

This is a fully remote position, open to applicants in Virginia.
• Lead the development of a comprehensive HSEQ strategy across EPC/EPCM projects.
• Act as the main HSEQ advisor to Project Directors and leadership teams in EPC/EPCM.
• Promote Ramboll’s HSEQ program and convert expectations into project-level controls and leadership practices.
• Provide HSEQ support during proposal preparations and contract discussions.
• Define clear HSEQ boundaries, responsibilities, and interfaces among Ramboll, clients, contractors, subcontractors, and suppliers.
• Design scalable HSEQ organizational structures for nationwide multi-project execution.
• Create standardized HSEQ execution plans that encompass engineering, procurement, construction, commissioning, and turnover.
• Set construction readiness criteria for contractor mobilization, competency assurance, risk assessment, and field execution controls.
• Align HSEQ standards and performance expectations across contractors, subcontractors, vendors, and third-party entities.
• Lead contractor onboarding, alignment workshops, audits, and ongoing performance evaluations.
• Integrate HSEQ requirements into contracting strategies, procurement packages, bid documents, mobilization plans, and contractor management processes.
• Provide governance and assurance over hazard identification, construction risk assessments, high-risk work evaluations, and site controls.
• Review and challenge controls for lifting operations, electrical tasks, confined space entry, work at heights, ground disturbances, energization, commissioning, and simultaneous operations.
• Assist in investigating high-potential or severe incidents and incorporate lessons learned.
• Conduct site visits, leadership engagements, and assurance assessments.
• Mentor project and contractor leadership teams to enhance safety leadership and leading indicators.
• Foster open communication, psychological safety, continuous learning, and improvement.
• Ensure compliance with health, safety, and environmental regulations, client requirements, and Ramboll’s HSEQ standards.
• Represent Ramboll during client audits, regulatory inspections, and governance meetings.
• Establish uniform HSEQ performance reporting using leading and lagging indicators.
• Convert performance data into insights, actionable items, and recommendations for stakeholders.
• Bachelor’s degree in Occupational Health & Safety, Engineering, or a related discipline.
• Over 10 years of progressive on-site HSEQ leadership experience with significant exposure to large-scale EPC/EPCM projects.
• Strong background in supporting multi-contractor, high-risk industrial construction settings.
• Proven capability to influence others without direct authority.
• Demonstrated experience in supporting construction management delivery models where HSEQ performance is achieved through contractor execution and effective client/contractor interface management.
• Familiarity with construction-phase HSEQ controls, contractor management, incident investigation, assurance, and regulatory compliance.
• Willingness to travel regularly to project sites.
• Excellent communication, facilitation, and stakeholder management abilities.
• Professional certifications such as CSP, CMIOSH, NEBOSH, or CRSP are preferred.
• Experience in energy transition, power, renewables, industrial decarbonization, chemicals, manufacturing, mining, or major infrastructure projects is preferred.
• Experience in supporting owner’s EPC/EPCM models across multiple concurrent projects is preferred.
• International or remote project experience is a plus.
• Candidates must currently be authorized to work in the United States on a full-time basis.
