Senior Exercise Planner

This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee the design, development, execution, and assessment of HSEEP exercises for CISA’s National Cyber Exercise Program.

• Assist the Regional Exercise Lead with designated regional exercises.

• Direct planning meetings, develop scenarios, create exercise documentation, facilitate exercises, and evaluate multiple concurrent exercises.

• Coordinate the activities, documentation, communication, and resources among exercise support teams and stakeholders.

• Engage in initial meetings to establish exercise schedules and ensure team familiarity.

• Lead or assist in planning meetings, including C&O, IPM, MPM, MSEL Meeting, and FPM.

• Create agendas, presentations, notes, CONOPS, EXPLAN, SITMAN, MSEL, COSIN, evaluation forms, and invitations/sign-in sheets.

• Facilitate the complete execution, assessment, and post-exercise reporting, including After Action Reports (AARs).

• Provide regular updates to the Regional Exercise Lead and exercise support team.

• Attend and actively participate in exercises within the assigned region.

• Serve as an Exercise Facilitator when required.

• Assist in the development and upkeep of CISA Tabletop Exercise Packages and the CTEP scenario library.

• Offer Subject Matter Expert (SME) input for internal training activities.

⛳️ Requirements

• Must be able to obtain CISA EOD.

• 10+ years of experience in HSEEP exercise design, development, execution, and evaluation.

• FEMA HSEEP certification is required or the ability to obtain HSEEP certification within 30 days of contract commencement.

• Proven experience in planning and executing exercises or similar events that necessitate structured documentation, coordination, and post-event reporting.

• Exceptional writing skills to produce polished exercise materials, documents, and post-exercise deliverables.

• Demonstrated capability to lead high-level meetings, facilitate exercises, and deliver presentations to clients.

• Proven ability to manage time effectively, meet deadlines and milestones, and ensure accountability among team members.

• Must meet CISA suitability and the relevant clearance requirement (TS/SCI for designated personnel; otherwise Public Trust).

• Preferred: TS/SCI security clearance.

• Preferred: FEMA Master Exercise Practitioner (MEP).

• Preferred: experience in supporting cybersecurity-focused scenarios and engaging stakeholders across government and private sector partners.

• Preferred: experience in contributing to the maintenance of strategic plans and innovation projects.

• Preferred: cybersecurity certifications such as CISSP, CEH, or GIAC.
