This is a fully remote position, open to applicants in Maryland.
• Develop research and provide support for the creation of value-added products and solutions tailored for Medicaid and CHIP business operations and policy.
• Oversee evaluations of cutting-edge technologies, analyzing their effectiveness, efficiency, security, cost, and various other factors.
• Design and spearhead NLP and LLM/RAG projects aimed at extracting insights from unstructured text data.
• Conduct business analysis and independent research utilizing statistical analysis, explanatory and predictive modeling, along with data mining techniques.
• Analyze Medicaid datasets related to eligibility, enrollment, claims, expenditures, oversight, scorecards, utilization, and performance metrics.
• Create information and technical architecture, configure models, assess performance, adjust parameters, and assist in establishing technical standards.
• Collaborate with stakeholders to pinpoint analytical needs and generate ad hoc data reports and visualizations following HCD and UX best practices.
• Perform qualitative design research and exploratory data analysis for policy initiatives and program oversight.
• Participate in an agile team consisting of data analysts and scientists.
• Produce technical documentation and deliverables, including presentation slides, reports, and draft manuscripts.
• Present findings to clients and scientific audiences through oral presentations and clear explanations of intricate concepts.
• Construct predictive models, data visualizations, and analytical tools.
• Must be a U.S. Citizen or authorized to work in the United States.
• Must have resided in the U.S. for a minimum of three of the last five years.
• Must be eligible to obtain a federal government client badge.
• Must successfully pass a Public Trust background investigation.
• A Master's degree and at least 10 years of professional experience are required, including a minimum of 6 years in information technology, or an equivalent combination of education and experience.
• Four years of specialized experience can substitute for a Master's degree.
• At least 4 years of experience in conducting complex data analysis and utilizing data visualization techniques is required.
• Experience in analyzing and researching Medicaid and CHIP domains, including Eligibility and Enrollment Performance Indicator data, T-MSIS Analytic Files (TAF), Behavioral Health, expenditures, Form CMS-416 reporting, and health outcomes is necessary.
• Experience in supporting CMS or other federal or state government agencies is preferred.
• Proficiency in Python at an expert level is essential, including the ability to develop, review, test, and maintain analytical code utilizing data science, machine learning, and statistical libraries.
• Experience in hands-on NLP, LLM, and RAG solution design, development, and implementation is required.
• Familiarity with GitHub and CI/CD tools such as Jenkins is necessary.
• Subject matter expertise in text analytics, information extraction, document intelligence, and unstructured data analysis is expected.
• A strong foundation in probability distributions, hypothesis testing, regression analysis, predictive modeling, and quantitative research methodologies is essential.
• Excellent written, verbal, and presentation communication skills are required.
• Experience with interactive data visualizations and dashboards using tools like Tableau, Power BI, AWS QuickSight, or similar platforms is preferred.
