Senior Control System Cybersecurity Project Manager

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Serve as a subject matter expert in cybersecurity focused on Operational Technology (OT).

• Spearhead control system and cybersecurity enhancement projects across various geographic locations.

• Act as Chinook's main liaison with the U.S. Army Corps of Engineers (USACE) and the end client.

• Oversee project performance concerning scope, schedule, budget, quality, risk management, change management, contract compliance, and customer satisfaction.

• Plan, implement, and deliver projects throughout their entire lifecycle.

• Guide cross-functional teams, enforce project governance, troubleshoot issues, and enhance project performance.

• Create and uphold detailed project schedules, work breakdown structures, milestones, critical paths, and resource allocations.

• Track progress against established baselines, while identifying schedule risks, variances, and necessary recovery actions.

• Cultivate client relationships, communicate project updates and milestones, and pinpoint future opportunities.

• Facilitate project kickoff meetings, clarify roles and responsibilities, and ensure teams comprehend scope and deadlines.

• Establish and oversee project budgets, cost estimates, labor plans, and financial forecasts.

• Monitor actual costs against the budget and take corrective measures as needed.

• Ensure adherence to financial controls, client requirements, and contractual obligations.

• Implement project quality plans, inspection/testing procedures, and review deliverables.

• Conduct project audits, lessons-learned reviews, and continuous improvement initiatives.

• Act as the primary contact for clients, stakeholders, subcontractors, and internal leadership.

• Facilitate progress meetings, status reporting, and management of expectations.

• Identify, evaluate, and mitigate project risks and challenges.

• Manage scope, schedule, and budget modifications through formal change control processes.

• Maintain documentation and escalation pathways for decision-making purposes.

• Lead cross-functional teams, assisting with resource planning, onboarding, performance feedback, and conflict resolution.

• Foster a positive team culture that aligns with company values and project goals.

⛳️ Requirements

• Must be a U.S. Citizen.

• Must be able to secure and maintain a Secret security clearance based on project and customer requirements.

• Bachelor's Degree, preferably in a relevant technology discipline.

• Minimum of 10 years of directly related experience in Operational Technology (OT): Building Automation System or Industrial Control System (BAS / ICS) industry.

• A High School Diploma along with a total of 15 years of relevant experience may substitute for a formal degree.

• At least 5 years of experience managing projects, ideally in ICS / OT, facility modernization, engineering, construction, or critical infrastructure projects.

• A minimum of 3 years of experience in managing or supervising personnel.

• An IAT-II compliant certification such as Security+ or GICSP.

• Experience in managing Building Automation Systems (BAS) or Industrial Control Systems (ICS) implementation or upgrade initiatives.

• Proficiency in Microsoft Office Suite (Excel, Word, Teams, Outlook, PowerPoint).

• Familiarity with project scheduling tools (MS Project, Primavera, etc.), budget oversight, and contract administration.

• A valid State Issued Driver's License with the ability to travel to various work locations.

• Preferred: Active Secret or higher Security Clearance.

• Preferred: Project Management Professional (PMP) certification.

• Preferred: CISSP or GICSP certification.

• Preferred: Experience with the Army Corps of Engineers.

• Preferred: Familiarity with RMF and NIST 800-53 and NIST 800-82.

• Preferred: Experience with UFGS 25 05 11.

• Preferred: Experience working with federal agencies, DoD clients, or large institutional owners.

• Must be capable of traversing construction sites with uneven surfaces, lifting up to 25 lbs., climbing stairs and ladders, and working indoors and outdoors in adverse weather conditions, confined spaces, and dust-generating environments.

• Must be able to maintain spatial awareness and adhere to safety standards near mechanical and electrical building systems and equipment.

• Must be willing to wear Personal Protective Equipment (PPE) when required.
