Senior Consultant – HCM Change Management, Training

This is a fully remote position, open to applicants in United States.

📋 Description

• Formulate and implement organizational change management strategies for each agency transition phase.

• Perform stakeholder analysis and develop engagement plans.

• Create and execute multi-channel communication campaigns.

• Design and produce role-specific Oracle Fusion Cloud HCM training curricula and materials.

• Conduct assessments of organizational readiness and suggest focused interventions.

• Create and monitor user adoption metrics.

• Collaborate with functional consultants and subject matter experts.

• Prepare side-by-side comparison guides, process change impact assessments, and workflow documentation.

• Organize and facilitate agency change champion networks.

• Offer post-go-live support, reinforcement communications, refresher training, and capture lessons learned.

• Engage in SAFe Agile ceremonies and synchronize change management efforts with Program Increment schedules.

• Tackle moderately complex issues independently and contribute to team deliverables.

• Convey policies, practices, and procedures to project team members and stakeholders.

⛳️ Requirements

• Bachelor’s degree and 5 years of relevant experience; additional experience may substitute for the degree.

• Over 5 years of professional experience in organizational change management, training development, or stakeholder engagement for enterprise IT projects.

• More than 3 years of practical experience utilizing structured OCM methodologies such as Prosci ADKAR, Kotter's 8-Step, or Bridges' Transition Model in enterprise system deployments.

• Experience in developing and delivering role-based training programs for enterprise software platforms, including instructor-led, virtual, and e-learning formats.

• Capability to formulate and implement multi-channel communication strategies for large and diverse stakeholder groups.

• Strong facilitation skills with experience in conducting readiness assessments, stakeholder workshops, and change impact analyses.

• Experience in supporting federal government IT modernization or transformation initiatives.

• Exceptional written and verbal communication abilities.

• Must be eligible to obtain and maintain a Public Trust clearance.
