Senior Business Systems Analyst – Federal Modernization

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Spearhead the requirements gathering and analysis for designated modernization initiatives within the Department of the Interior.

• Execute stakeholder discovery sessions and conduct process evaluations.

• Establish business rules, user requirements, data specifications, and acceptance criteria.

• Leverage operational data and conduct data-quality assessments to confirm business rules and assist in defining requirements and user acceptance testing.

• Convert current workflows into future-state specifications for software, low-code, automation, data, or AI-driven solutions.

• Create user stories, acceptance criteria, test scenarios, and traceable requirements.

• Facilitate user acceptance testing and resolve issues in collaboration with stakeholders and delivery teams.

• Examine data flows, system transitions, controls, and integration requirements.

• Keep updated decision logs, requirements trackers, and documentation suitable for client presentation.

• Collaborate directly with federal sponsors and cross-functional delivery teams.

• Lead discussions as necessary and adapt effectively in situations where requirements may be incomplete or subject to change.

⛳️ Requirements

• Over 5 years of pertinent experience in business analysis, business transformation, systems analysis, or consulting.

• Practical experience utilizing Python for data preparation and analysis.

• Proficient in using SQL for querying, joining, and validating data.

• Demonstrated experience leading requirements for software, automation, data, or digital modernization projects.

• Proven track record in creating user stories and acceptance criteria.

• Experience in analyzing business processes and data flows.

• Ability to coordinate user acceptance testing alongside business stakeholders.

• Exceptional written and verbal communication skills.

• Capable of engaging with senior stakeholders and technical teams with sound judgment.

• Must successfully complete background checks, suitability assessments, credentialing, and system-access requirements for a Moderate Risk Public Trust position.

• Bachelor's degree is preferred.

• Experience supporting federal programs or engaging in federal consulting or professional services is preferred.

• Experience in workforce-related aspects such as HR, training, policy, service delivery, payroll, or workforce systems and processes is preferred.

• Experience in data-related areas including intake, payments/disbursements, financial workflows, APIs, data governance, or system integration is preferred.

• Familiarity with Microsoft Power Platform, SharePoint/Microsoft 365, or similar low-code and collaborative environments is preferred.

• Hands-on experience with generative AI or LLM tools for analysis, requirements gathering, workflow redesign, research, or prototyping is preferred.
