Senior Business Analyst

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Gather and document data requirements from functional subject matter experts in clinical, operational, financial, and readiness areas.

• Convert business inquiries into technical data specifications, encompassing source-to-target mappings, business rules, transformation logic, and acceptance criteria.

• Analyze source systems using SQL to evaluate data availability, completeness, and suitability for intended use.

• Establish data quality standards and validation criteria in collaboration with the engineering team.

• Validate delivered silver and gold datasets against established data quality standards.

• Create and maintain data dictionaries, business glossaries, data product documentation, and metadata artifacts for enterprise catalog registration.

• Conduct hands-on data analysis and technical validation, which includes writing transformation queries and validation notebooks.

• Assist in light pipeline development using Databricks.

• Facilitate user acceptance testing and collaborate with mission users to verify data products prior to release.

• Draft and refine user stories, manage the requirements backlog, and engage in agile ceremonies.

• Act as the primary liaison between Government functional owners, data stewards, and the technical delivery team.

• Identify and escalate data gaps, source system challenges, and governance inquiries along with a proposed course of action.

⛳️ Requirements

• Active Secret clearance is required.

• Master’s degree in Health Informatics, Information Systems, Business Analytics, Public Health, or a related field.

• Over 10 years of experience in business analysis, data analysis, or data product roles supporting analytics, reporting, or data integration initiatives.

• Proficient hands-on SQL skills, including the ability to write complex queries involving multi-table joins, aggregations, window functions, subqueries, and common table expressions.

• Experience in translating business or mission requirements into technical data specifications, including source-to-target mappings and documented business rules.

• Proven track record in profiling and validating data, identifying quality issues, and defining data quality and acceptance criteria.

• Familiarity with modern data platforms like Databricks and ETL/ELT processes.

• Experience in producing requirements documentation, data dictionaries, mapping specifications, and process documentation.

• Background in an agile delivery environment, including the creation of user stories and managing a requirements backlog.

• Strong communication skills for gathering requirements from non-technical mission experts and conveying them to technical teams.

• Capability to manage multiple concurrent workstreams, navigate ambiguity, and drive assigned tasks to completion with minimal supervision.

• Understanding of relational and dimensional data modeling concepts.

• Experience with Python, preferably using Pandas or PySpark, for data profiling, validation, or light transformation tasks.

• Familiarity with supporting DHA, the Military Health System, Defense Health Program, VA, or other federal healthcare data environments.

• Knowledge of HL7, FHIR, ICD-10, CPT, claims, or encounter data.

• Experience with Advana, the War Data Platform, Palantir Foundry, or similar DoW data environments.

• Understanding of data governance artifacts and roles, such as data stewardship, authoritative data sources, data cards, or metadata catalogs.

• Experience in building or validating dashboards and reports using Power BI, Tableau, Qlik, or similar tools.

• Familiarity with Jira, Confluence, GitLab, or equivalent tools.

• Experience managing PHI and PII in compliance with HIPAA regulations within a regulated environment.
