This is a fully remote position, open to applicants in Tennessee.
• Oversee the design, development, implementation, and ongoing maintenance of a new platform that will replace a vital legacy insurance system.
• Collaborate with an external implementation partner, architects, business stakeholders, and cross-functional delivery teams.
• Create scalable enterprise workflow and decision-management solutions that support a significant portion of membership.
• Set development standards and influence the architecture of solutions.
• Guide team members and cultivate organizational expertise in IBM workflow technologies.
• Define and articulate system scope and objectives through research and investigation.
• Design, develop, modify, or integrate intricate information systems.
• Devise or alter application systems and procedures to enhance capacity, operational time, response time, and achieve desired outcomes.
• Design, code, test, debug, and document programs, subroutines, and scripts.
• Create and implement program/system test plans and methods for data verification.
• Address system failures and performance events to minimize downtime and avert recurrence.
• Investigate software and hardware products to support recommendations and budgeting/purchasing efforts.
• Serve as a technical expert to development staff throughout the development and implementation phases.
• A minimum of 5 years of hands-on experience in designing, developing, enhancing, and supporting enterprise workflow solutions utilizing IBM BPM 8.x and/or IBM BAW 20.x, 21.x, or 24.x.
• At least 3 years of practical experience with IBM Operational Decision Manager.
• Extensive experience in developing Business Process Definitions and Processes, Human Services, Client-Side Human Services, Coaches, Coach Views, dashboards, UCAs, Business Objects, toolkits, reusable components, and exception-handling frameworks.
• Strong background in integrating IBM BAW and ODM solutions using REST APIs, SOAP web services, JMS/MQ messaging, databases, and stored procedures.
• Proficient in Java/J2EE, JavaScript, SQL, and enterprise database platforms, including SQL Server and DB2.
• Experience leading IBM BAW upgrades and migrations.
• Proven track record in supporting deployments across Development, QA, UAT, and Production.
• Skilled in troubleshooting, performance tuning, optimization, and root cause analysis.
• Familiarity with formal requirements gathering, including BABOK good practices, architecture reviews, solution design, and technical estimation.
• Experience in establishing coding standards, conducting code reviews, mentoring developers, and collaborating in an Agile/Scrum environment.
• Bachelor's Degree in Computer Science or equivalent work experience is required.
• Minimum of 1 year of experience with information technology concepts, application development methodologies, terminology, and standards.
• 5 years of systems and programming experience.
• At least 1 year of expert working knowledge of at least one programming language utilized at BCBST.
• Demonstrated skill with information technology utilized at BCBST.
• Proven analysis, design, and coding abilities, with a successful track record in leading large and complex projects.
• High-level technical expertise in one or more specialized areas of applications systems analysis and programming.
• Ability to interpret and translate technical and/or complex concepts into information that is meaningful to project team members and/or business personnel.
• Capability to manage multiple tasks effectively.
• Proficient in communicating effectively with both technical and non-technical colleagues.
• Sponsorship is not available for this position.
• Remote position with the option to work from home.
